This agreement will succeed the Cotonou Agreement and will be known as the \u201cSamoa Agreement\u201d. The agreement covers subjects such as sustainable development and growth, human rights and peace and security.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/somoa.png\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-145182\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/somoa.png\" alt=\"SOMOA\" width=\"826\" height=\"466\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/somoa.png 826w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/somoa-300x169.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/somoa-768x433.png 768w\" sizes=\"(max-width: 826px) 100vw, 826px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The denomination of the Agreement was agreed at the 46th session of the ACP-EU Council of Ministers, which took place right before the signature ceremony, also in Samoa.<\/p>\n<p style=\"text-align: justify;\">The new Partnership Agreement lays down\u00a0<strong>common principles<\/strong>\u00a0and covers the following\u00a0<strong>priority areas<\/strong>:<\/p>\n<ul style=\"text-align: justify;\">\n<li>human rights, democracy and governance<\/li>\n<li>peace and security<\/li>\n<li>human and social development<\/li>\n<li>inclusive, sustainable economic growth and development<\/li>\n<li>environmental sustainability and climate change<\/li>\n<li>migration and mobility<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The agreement includes a\u00a0<strong>common foundation<\/strong>, which applies to all Parties, combined with three\u00a0<strong>regional protocols<\/strong>\u00a0for Africa, the Caribbean and the Pacific with a focus on the specific needs of each region.<\/p>\n<p style=\"text-align: justify;\">The 27 EU member states and the 79 African, Caribbean and Pacific countries together represent around 2 billion people and more than half of the seats at the United Nations. With this new Agreement, the Parties will be better equipped to address emerging needs and global challenges, such as climate change, ocean governance, migration, health, peace and security.<a href=\"https:\/\/www.cde.ual.es\/nueva-agenda-para-reforzar-la-asociacion-de-la-ue-con-america-latina-y-el-caribe\/\" target=\"_blank\" rel=\"noopener\"><br \/>\n<\/a><\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/new-agenda-to-strengthen-eus-partnership-with-latin-america-and-the-caribbean\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/P061317-908570-1024x683.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/new-agenda-to-strengthen-eus-partnership-with-latin-america-and-the-caribbean\/\" target=\"_blank\" rel=\"noopener\">New Agenda to strengthen EU&#8217;s partnership with Latin America and the Caribbean<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><strong>Next steps<\/strong><\/p>\n<p style=\"text-align: justify;\">The provisional application of the Agreement will start on 1 January 2024.<\/p>\n<p style=\"text-align: justify;\">The Agreement will enter into force upon consent by the European Parliament and ratification by the Parties, i.e. all EU Member States and at least two thirds of the OACPS Members.<\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">The ACP-EU partnership is one of the oldest and most comprehensive frameworks for cooperation between the EU and third countries.<\/p>\n<p style=\"text-align: justify;\">The previous legal framework for the partnership, the Cotonou Agreement, was signed in 2000.<\/p>\n<p style=\"text-align: justify;\">The post-Cotonou negotiations started in September 2018 in the margins of the United Nations General Assembly in New York, with the aim to agree on a new, modernised treaty to succeed the Cotonou Agreement.
