{"id":143087,"date":"2023-10-25T03:00:48","date_gmt":"2023-10-25T01:00:48","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=143087"},"modified":"2023-10-24T12:37:18","modified_gmt":"2023-10-24T10:37:18","slug":"eu-elections-at-risk-with-rise-of-ai-enabled-information-manipulation","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/eu-elections-at-risk-with-rise-of-ai-enabled-information-manipulation\/","title":{"rendered":"EU Elections at Risk with Rise of AI-Enabled Information Manipulation"},"content":{"rendered":"<p class=\"content-summary\" style=\"text-align: justify;\" data-diazo=\"summary\"><strong>The 11th edition of the Threat Landscape of the European Union Agency for Cybersecurity (ENISA) highlights the disruptive impacts of AI chatbots and AI-enabled manipulation of information.<\/strong><\/p>\n<p data-diazo=\"summary\"><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/ENISA.jpeg\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-143096\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/ENISA.jpeg\" alt=\"\" width=\"634\" height=\"423\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/ENISA.jpeg 634w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/ENISA-300x200.jpeg 300w\" sizes=\"(max-width: 634px) 100vw, 634px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The findings of the 2023 Threat Landscape report of the European Union Agency for Cybersecurity (ENISA) highlights need for vigilance ahead of the upcoming European elections in 2024.<\/p>\n<p style=\"text-align: justify;\">ENISA recorded approximately 2580 incidents during the reporting period starting from July 2022 up to June 2023. To this total, 220 incidents specifically targeting two or more EU Member States must be added.<\/p>\n<p style=\"text-align: justify;\">Sectors mostly targeted include public administrations for 19% and health for 8%. However, because of interdependencies, a cascading effect is observed, with a single event usually impacting several sectors at once. 6% of all events target the manufacturing, transport and finance sectors.<\/p>\n<p style=\"text-align: justify;\">The ENISA Threat Landscape 2023 is the annual report of the EU Agency for Cybersecurity.<\/p>\n<p style=\"text-align: justify;\"><strong>Impact of social engineering &amp; information manipulation campaigns<\/strong><\/p>\n<p style=\"text-align: justify;\">On total events related to social engineering, 30% targeted the general public, 18% public administration and 8% all sectors. Likewise, information manipulation campaigns targeted individuals for 47%, public administration for 29%, followed by the defence for 9% and media\/entertainment for 8%. Information manipulation campaigns are considered to be a major threat to election processes.<\/p>\n<p style=\"text-align: justify;\"><strong>Overview of evolving trends on threat actors<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>Activities of threat actors such as\u00a0<strong>cybercriminals, state-nexus actors, and hacktivists<\/strong><strong>\u00a0are influenced by geopolitical events<\/strong>.\u00a0State-nexus actors increasingly target\u00a0<strong>employees<\/strong>\u00a0in key positions,\u00a0<strong>politicians<\/strong>, government\u00a0<strong>officials<\/strong>,\u00a0<strong>journalists<\/strong>\u00a0or\u00a0<strong>activists<\/strong>. They mainly resort to traditional spear phishing e-mails and to social networks.<\/li>\n<li><strong>Trojanising known software packages: we observe that state-nexus actors<\/strong>\u00a0adopt attack patterns typically seen in criminal campaigns. Or, in some cases, state-nexus actors supported actions from cybercriminals whether directly or indirectly. Some of the techniques include targeted\u00a0<strong>malvertising<\/strong>\u00a0where malevolent sites point to trojanised versions of legitimate applications. Those actors also resort to techniques allowing them to have full control over the operating system (OS) boot process, and then making it possible to disable OS security mechanisms.<\/li>\n<li><strong>Remote Monitoring and Management (RMM)<\/strong>\u00a0software also stirred the attention of Cybercriminals. This software allows attackers to blend in with normal operations.<\/li>\n<li>Threat actors also exploit\u00a0<strong>configuration errors<\/strong>\u00a0in\u00a0<strong>security products<\/strong>, in order to disable antivirus without administrator privileges or employing them for\u00a0<strong>lateral movement.<\/strong><\/li>\n<li>Cybercriminals turn to cloud infrastructure of potential victims to cause harm, primarily by abusing cloud\u00a0<strong>misconfigurations<\/strong>. This is not limited to the organisations\u2019 systems, storage and networks running in the cloud, but also extends to the management consoles of cloud infrastructures.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"\/\/www.cde.ual.es\/en\/artificial-intelligence-threats-and-opportunities\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2019\/09\/Inteligancia-Artificial.jpg\" alt=\"\" width=\"180\" height=\"122\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/artificial-intelligence-threats-and-opportunities\/\" target=\"_blank\" rel=\"noopener\">Artificial intelligence: threats and opportunities<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><strong>Prime Threats<\/strong><\/p>\n<p style=\"text-align: justify;\">Ransomware still gets top of the podium<strong>\u00a0accounting for 34% of EU threats with DDoS, accounting for 28% of all threats.<\/strong><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/grafica1.jpeg\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-143091\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/grafica1.jpeg\" alt=\"\" width=\"768\" height=\"414\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/grafica1.jpeg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/grafica1-300x162.jpeg 300w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\"><strong>Threats by sectors<\/strong><\/p>\n<p style=\"text-align: justify;\">Ransomware happens to target all sectors with manufacturing reaching 14% of all ransomware events, followed by health for 13%, then by public administration for 11% and services for 9%.<\/p>\n<p style=\"text-align: justify;\">On DDoS attacks and data-related threats,\u00a0<strong>34% of the DDoS attacks targeted public administration<\/strong>, followed by the transport for 17%, and banking\/finance sectors for 9%.<\/p>\n<p style=\"text-align: justify;\">Threats against availability of internet affected primarily digital infrastructure for 28% and digital service providers for 10%.<\/p>\n<p style=\"text-align: justify;\">The extent of the impact of supply chain attacks emerges as a substantial concern in relation to the upcoming elections. This is because such attacks affected public administration for 21% and digital service providers for 16%.\u00a0<strong>Besides, exploitation of vulnerabilities was associated with events involving digital service providers for 25%, digital infrastructures for 23% and public administration for 15%.<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/grafica2.jpeg\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-143093\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/grafica2.jpeg\" alt=\"\" width=\"768\" height=\"545\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/grafica2.jpeg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/grafica2-300x213.jpeg 300w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\"><strong>Financial gain and Disruption as top motivation<\/strong><\/p>\n<p style=\"text-align: justify;\">In most cases, top threats may be motivated by a combination of intentions such as financial gain, disruption, espionage, destruction or ideology in the case of hacktivism.<\/p>\n<p style=\"text-align: justify;\">While ransomware attacks are primarily motivated by financial gain, a number of such attacks are also intended to have a disruptive effect.\u00a0<strong>Disruption is now identified as the second most common motive after financial gain.<\/strong>\u00a0Disruption is the key driver for DDoS attacks and for information manipulation.<\/p>\n<p style=\"text-align: justify;\"><strong>Deep fake and AI<\/strong><\/p>\n<p style=\"text-align: justify;\">Artificial intelligence, and the complexity of Large Language Models (LLMs) received a lot of attention lately. Deepfakes and other such technologies can feed into the objective of realistic and targeted social engineering attacks. We need to be alerted to the potential misuse of artificial intelligence-powered chatbots in phishing attempts, information manipulation and cybercrime.<\/p>\n<p style=\"text-align: justify;\">However, a number of older techniques require much less effort and still remain highly efficient and a resurgence of them has been observed. Search engine optimisation (SEO) poisoning and although dated,\u00a0<strong>malvertising<\/strong>\u00a0has sparked new interest amongst cybercrime actors.<\/p>\n<p style=\"text-align: justify;\"><strong>Common Vulnerabilities and Exposures (CVE)<\/strong><\/p>\n<p style=\"text-align: justify;\">A grand total of\u00a0<strong>24,690<\/strong>\u00a0common vulnerabilities and exposures were recorded, marking an increase of 2,770 in comparison to the prior reporting period, which covered July 2021 to July 2022 and identified\u00a0<strong>21,920<\/strong>\u00a0vulnerabilities during that time.<\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">The ENISA Threat Landscape report maps the cyber threat landscape to help decision-makers, policy-makers and security specialists define strategies to defend citizens, organisations and cyberspace. This work is part of the EU Agency for Cybersecurity\u2019s annual work programme to provide strategic intelligence to its stakeholders.<\/p>\n<p style=\"text-align: justify;\">The report\u2019s content is gathered from open sources such as media articles, expert opinions, intelligence reports, incident analysis and security research reports; as well as through interviews with members of the ENISA Cyber Threat Landscapes Working Group (<a href=\"https:\/\/www.enisa.europa.eu\/topics\/threat-risk-management\/threats-and-trends\/ad-hoc-working-group-cyber-threat-landscapes\">CTL working group<\/a>).<\/p>\n<p style=\"text-align: justify;\">The analysis and views of the threat landscape by ENISA is meant to be industry and vendor neutral.
