When duly justified, derogations and transition periods for the affected parties to adjust to the new rules apply.<\/p>\n<p style=\"text-align: justify;\">The adopted restriction uses a broad definition of microplastics \u2013 it\u00a0<strong>covers all synthetic polymer particles below five millimetres that are organic, insoluble and resist degradation<\/strong>. The purpose is to reduce emissions of intentional microplastics from as many products as possible. Some examples of common products in the scope of the restriction are:<\/p>\n<ul style=\"text-align: justify;\">\n<li>The granular infill material used on artificial sport surfaces \u2013 the largest source of intentional microplastics in the environment;<\/li>\n<li>Cosmetics, where microplastics is used for multiple purposes, such as exfoliation (microbeads) or obtaining a specific texture, fragrance or colour;<\/li>\n<li>Detergents, fabric softeners, glitter, fertilisers, plant protection products, toys, medicines and medical devices, just to name a few.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Products used at industrial sites or not releasing microplastics during use are derogated from the sale ban, but their manufacturers will have to provide instructions on how to use and dispose of the product to prevent microplastics emissions.<\/p>\n<h3 style=\"text-align: justify;\"><strong>Next Steps<\/strong><\/h3>\n<p style=\"text-align: justify;\">The first measures, for example the ban on loose glitter and microbeads, will start applying when the restriction enters into force in 20 days. In other cases, the sales ban will apply after a longer period to give affected stakeholders the time to develop and switch to alternatives.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/priorities-of-the-spanish-presidency-of-the-council-of-the-european-union\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/foto-logo-pioridades-1024x683.webp\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/priorities-of-the-spanish-presidency-of-the-council-of-the-european-union\/\" target=\"_blank\" rel=\"noopener\">Priorities of the Spanish Presidency of the Council of the European Union<br \/>\n<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3 style=\"text-align: justify;\"><strong>Background<\/strong><\/h3>\n<p style=\"text-align: justify;\">The Commission is committed to fighting microplastics pollution, as stated in the\u00a0<a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/european-green-deal_en\">European Green Deal<\/a>\u00a0and the new\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_20_420\">Circular Economy Action Plan<\/a>. In the\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_21_2345\">Zero Pollution Action Plan<\/a>, the Commission set the target to reduce microplastics pollution by 30% by 2030.<\/p>\n<p style=\"text-align: justify;\">As part of these efforts, the Commission is working to reduce microplastics pollution from different sources: plastic waste and litter, accidental and unintentional releases (e.g. plastic pellet loss, tyres degradation or release from clothing), as well as intentional uses in products.<\/p>\n<p style=\"text-align: justify;\">To tackle microplastics pollution while preventing the risk of fragmentation in the single market, the Commission requested the European Chemicals Agency (ECHA) to assess the risk posed by microplastics intentionally added to products and whether further regulatory action at EU level was needed.
