The General Affairs Council will remain seized of the matter.<\/p>\n<ul class=\"council-link-list padding-bottom-20\">\n<li><a class=\"link-pdf at-file-click\" title=\"Documento PDF - Request by Spain for modification of Regulation No 1 determining the languages to be used by the European Economic Community\" href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-12602-2023-INIT\/es\/pdf\" rel=\"nofollow\">Request by Spain for modification of Regulation No 1 determining the languages to be used by the European Economic Community<\/a><\/li>\n<\/ul>\n<h3>Annual rule of law dialogue<\/h3>\n<p>As part of the annual rule of law dialogue, ministers held a\u00a0<strong>horizontal discussion on key developments related to the rule of law in the EU member states<\/strong>.<strong>\u00a0<\/strong><\/p>\n<p>During the debate, a number of ministers welcomed the inclusion of recommendations in the Commission\u2019s rule of law report, as a tool to guide national reforms, as well as the positive follow-up given to them across the member states. They also stressed the importance of continuing the exercise to ensure respect for the rule of law.<\/p>\n<p>A country-specific discussion will take place at the meeting of the General Affairs Council in October, focusing on Denmark, Germany, Estonia, Ireland, and Greece.<\/p>\n<p>Ministers also exchanged views on the\u00a0<strong>evaluation of the Council\u2019s annual rule of law dialogue<\/strong>, set out in the presidency conclusions of 2019.<\/p>\n<p>They expressed broad support for the current format of the dialogue, which has allowed systematic and result-oriented discussions to be held in an open and constructive atmosphere, making use of the Commission\u2019s rule of law report. Ministers also discussed ideas for further developing the dialogue in order to consolidate and reinforce its role.<\/p>\n<p>The discussion will feed into the preparation of a set of Council conclusions on the evaluation of the Council\u2019s dialogue. The aim is to reach a consensus on the conclusions before the end of the year.<\/p>\n<h3>October European Council<\/h3>\n<p>The Council started preparations for the\u00a0<strong>European Council meeting on 26 and 27 October 2023<\/strong>\u00a0by discussing an annotated draft agenda.<\/p>\n<p>At their meeting in October, leaders are expected to address:<\/p>\n<ul>\n<li>Russia\u2019s war of aggression against Ukraine and the EU\u2019s response<\/li>\n<li>the proposed revision of the multiannual financial framework for 2021-2027<\/li>\n<li>progress in boosting Europe\u2019s competitiveness<\/li>\n<li>the external dimension of migration<\/li>\n<li>preparations for the UN Climate Change Conference in Dubai (COP28)<\/li>\n<li>foreign policy issues<\/li>\n<\/ul>\n<h3>Legislative work<\/h3>\n<p>The Commission presented its\u00a0<strong>letter of intent<\/strong>, published on 13 September 2023, setting out the main elements guiding the preparation of the 2024 Commission work programme. Ministers exchanged views on the<strong>\u00a0initiatives envisaged by the Commission<\/strong>.<\/p>\n<p>The discussion will be summarised by the Presidency in a letter addressed to the Commission ahead of the adoption of the Commission\u2019s work programme.<\/p>\n<h3>Appointments<\/h3>\n<p>The Council appointed<strong>\u00a0Iliana Ivanova (Bulgaria) as<\/strong>\u00a0<strong>European Commissioner<\/strong>\u00a0without discussion, by common accord with the President of the Commission, Ursula von der Leyen.<\/p>\n<h3>Recovery and Resilience Facility<strong>\u00a0<\/strong><\/h3>\n<p>The Council also adopted an implementing decision approving<strong>\u00a0Italy\u2019s amended recovery and resilience plan<\/strong>.
