Ministers provided their initial comments on its main elements:<\/p>\n<ul style=\"text-align: justify;\">\n<li>the creation of a Ukraine facility for 2024-2027<\/li>\n<li>the proposed additional funds to address migration pressures and external challenges<\/li>\n<li>the setting up of a Strategic Technologies for Europe Platform (STEP) to promote the EU\u2019s long-term competitiveness on critical technologies<\/li>\n<li>the proposed adjustments related to the surge in interest rates<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The General Affairs Council is expected to hold another policy debate on the proposed revision of the EU\u2019s long-term budget at its meeting on 19 September.<\/p>\n<p style=\"text-align: justify;\"><strong>Annual rule of law dialogue<\/strong><\/p>\n<p style=\"text-align: justify;\">The presidency presented its plans for work on the evaluation of the Council\u2019s annual rule of law dialogue announced in the presidency conclusions of 19 November 2019.<\/p>\n<p style=\"text-align: justify;\">Since then, a more structured approach to the dialogue has been developed, which involves regular horizontal and country-specific discussions on rule of law developments across the EU, making use of the Commission\u2019s annual rule of law reports.<\/p>\n<p style=\"text-align: justify;\">The aim of the work in the coming months is to reach consensus on a set of Council conclusions on the evaluation by the end of 2023.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/priorities-of-the-spanish-presidency-of-the-council-of-the-european-union\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/foto-logo-pioridades-1024x683.webp\" alt=\"\" width=\"104\" height=\"146\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/priorities-of-the-spanish-presidency-of-the-council-of-the-european-union\/\" target=\"_blank\" rel=\"noopener\">Priorities of the Spanish Presidency of the Council of the European Union<br \/>\n<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3 style=\"text-align: justify;\"><\/h3>\n<p style=\"text-align: justify;\"><strong>Presidency priorities<\/strong><\/p>\n<p style=\"text-align: justify;\">The presidency also presented to ministers the priorities for its term of office.<\/p>\n<p style=\"text-align: justify;\">Within the remit of the General Affairs Council, the main lines of action include:<\/p>\n<ul style=\"text-align: justify;\">\n<li>various initiatives to bring Europe closer to citizens<\/li>\n<li>taking forward the accession process of candidate countries<\/li>\n<li>continuing with the follow-up to the Conference on the Future of Europe, including discussions on the extension of qualified majority voting, and preparing the EU for future enlargement<\/li>\n<li>developing relations with the UK, whilst ensuring compliance with the existing agreements<\/li>\n<li>continuing work on rule of law related issues<\/li>\n<li>taking forward legislative work to strengthen European democracy<\/li>\n<li>addressing the EU\u2019s demographic challenges<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Rule of law report 2023<\/strong><\/p>\n<p style=\"text-align: justify;\">Under \u2018Any other business\u2019, the Commission presented its 2023 rule of law report, published on 5 July 2023.<\/p>\n<p style=\"text-align: justify;\">The report examines developments across all member states in four key areas for the rule of law: the justice system, the anti-corruption framework, media pluralism and freedom, and other institutional issues related to checks and balances. It also includes recommendations for member states.<\/p>\n<p style=\"text-align: justify;\">The Council is expected to hold a more detailed discussion on the horizontal chapter of the Commission\u2019s rule of law report in September.
