The regulation will regulate the entire life cycle of batteries \u2013 from production to reuse and recycling \u2013 and ensure that they are safe, sustainable and competitive.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/batteryvaluechain-1-infocus.png\"><img decoding=\"async\" class=\"size-full wp-image-138248 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/batteryvaluechain-1-infocus.png\" alt=\"bater\u00edas\" width=\"852\" height=\"552\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/batteryvaluechain-1-infocus.png 852w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/batteryvaluechain-1-infocus-300x194.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/batteryvaluechain-1-infocus-768x498.png 768w\" sizes=\"(max-width: 852px) 100vw, 852px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The regulation of the European Parliament and the Council\u00a0<strong>will apply to all batteries\u00a0<\/strong>including all waste portable batteries, electric vehicle batteries, industrial batteries, starting, lightning and ignition (SLI) batteries (used mostly for vehicles and machinery) and batteries for light means of transport (e.g. electric bikes, e-mopeds, e-scooters).<\/p>\n<p style=\"text-align: justify;\"><strong>Circular economy<\/strong><\/p>\n<p style=\"text-align: justify;\">The new rules aim to promote a circular economy by regulating batteries throughout their\u00a0<strong>life cycle<\/strong>. The regulation therefore establishes end-of-life requirements, including collection targets and obligations, targets for the recovery of materials and extended producer responsibility.<\/p>\n<p style=\"text-align: justify;\">The regulation sets\u00a0<strong>targets for producers to collect waste<\/strong>\u00a0portable batteries (63% by the end of 2027 and 73% by the end of 2030), and introduces a dedicated collection objective for waste batteries for light means of transport (51% by the end of 2028 and 61% by the end of 2031).<\/p>\n<p style=\"text-align: justify;\">The regulation sets a target for lithium\u00a0<strong>recovery from waste batteries<\/strong>\u00a0of 50% by the end of 2027 and 80% by the end of 2031, which can be amended through delegated acts depending on market and technological developments and the availability of lithium.<\/p>\n<p style=\"text-align: justify;\">The regulation provides for\u00a0<strong>mandatory<\/strong>\u00a0<strong>minimum levels of recycled content<\/strong>\u00a0for industrial, SLI batteries and EV batteries. These are initially set at 16% for cobalt, 85% for lead, 6% for lithium and 6% for nickel. Batteries will have to hold a\u00a0<strong>recycled content documentation.<\/strong><\/p>\n<p style=\"text-align: justify;\">The\u00a0<strong>recycling efficiency target<\/strong>\u00a0for nickel-cadmium batteries is set at 80% by the end of 2025 and 50% by the end 2025 for other waste batteries.<\/p>\n<p style=\"text-align: justify;\">The regulation provides that by 2027 portable batteries incorporated into appliances should be\u00a0<strong>removable and replaceable<\/strong>\u00a0by the end-user, leaving sufficient time for operators to adapt the design of their products to this requirement. This is an important provision for consumers. Light means of transport batteries will need to be replaceable by an independent professional.<\/p>\n<p style=\"text-align: justify;\">\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d; height: 147px;\" cellpadding=\"0,5\">\n<tbody>\n<tr style=\"height: 147px;\">\n<td style=\"width: 100%; height: 147px;\"><a href=\"https:\/\/www.cde.ual.es\/en\/batteries-deal-on-new-eu-rules-for-design-production-and-waste-treatment\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/12\/roberto-sorin-ZZ3qxWFZNRg-unsplash-scaled.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/batteries-deal-on-new-eu-rules-for-design-production-and-waste-treatment\/\" target=\"_blank\" rel=\"noopener\">Batteries: deal on new EU rules for design, production and waste treatment<\/a><\/h4>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><strong>Fair rules for all operators<\/strong><\/p>\n<p style=\"text-align: justify;\">The new rules aim to improve the\u00a0<strong>functioning of the internal market<\/strong>\u00a0for batteries and ensure fairer competition thanks to the safety, sustainability and labelling requirements.<\/p>\n<p style=\"text-align: justify;\">This will be reached through performance, durability and safety criteria, tight restrictions for\u00a0<strong>hazardous substances<\/strong>\u00a0like mercury, cadmium and lead and mandatory information on the carbon footprint of batteries.<\/p>\n<p style=\"text-align: justify;\">The regulation introduces\u00a0<strong>labelling and information<\/strong>\u00a0requirements, among other things on the battery&#8217;s components and recycled content, and an electronic \u201cbattery passport\u201d and a QR code. In order to give member states and economic actors on the market enough time to prepare, labelling requirements will apply by 2026 and the QR code by 2027.<\/p>\n<p style=\"text-align: justify;\"><strong>Reducing environmental and social impacts<\/strong><\/p>\n<p style=\"text-align: justify;\">The new regulation aims to reduce environmental and social impacts throughout the life cycle of the battery. To that end, the regulation sets\u00a0<strong>tight due diligence rules<\/strong>\u00a0for operators who must verify the\u00a0<strong>source of raw materials<\/strong>\u00a0used for batteries placed on the market. The regulation provides for an\u00a0<strong>exemption for SMEs\u00a0<\/strong>from the due diligence rules.<\/p>\n<p style=\"text-align: justify;\"><strong>Next steps<\/strong><\/p>\n<p style=\"text-align: justify;\">The vote by the Council today closes the adoption procedure. The regulation will now be signed by the Council and the European Parliament.
