The regulation will\u00a0<strong>incentivise EU member states to jointly procure weapons<\/strong>, thereby ensuring interoperability, economies of scale and &#8211; ultimately &#8211; a strong European defence industry.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/defence.png\"><img decoding=\"async\" class=\"size-full wp-image-137860 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/defence.png\" alt=\"\" width=\"680\" height=\"680\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/defence.png 680w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/defence-300x300.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/defence-150x150.png 150w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/defence-120x120.png 120w\" sizes=\"(max-width: 680px) 100vw, 680px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The Council and the EP agreed on an ambitious instrument. Member states who agree to pool their demand and jointly procure defence products in consortia of at least three countries will be partially reimbursed from the EU budget.<\/p>\n<p style=\"text-align: justify;\">This will benefit member states and the EU\u2019s respective defence-related technological and industrial base, with special consideration of the involvement of small- and medium-sized enterprises (SMEs), start-ups and mid-caps in the value chain.<\/p>\n<p style=\"text-align: justify;\">The agreement reached sets out a number of clear conditions for contractors, sub-contractors and defence products to be eligible, as well as conditions with which projects must comply in order to be eligible for funding:<\/p>\n<ol style=\"text-align: justify;\">\n<li>as a principle,<strong>\u00a0contractors<\/strong>\u00a0involved in the common procurement should be\u00a0<strong>established in and have their executive management structures in the EU<\/strong>\u00a0or an associated country (Iceland, Liechtenstein or Norway). They should also not be controlled by a non-associated third country, or a derogation has been granted through guarantees from member states. Under\u00a0<strong>no<\/strong>\u00a0circumstances\u00a0<strong>can<\/strong>\u00a0<strong>EDIRPA funds\u00a0<\/strong>can be used to source components from\u00a0<strong>countries that do not respect good-neighbourly relations<\/strong><\/li>\n<li>by default, contractors must use\u00a0<strong>facilities and resources that are located in the EU<\/strong>\u00a0or in an associated third country. The use of non-EU facilities is only allowed where an EU producer has no relevant infrastructure on EU territory<\/li>\n<li>member states may only procure\u00a0<strong>products that do not carry any restrictions<\/strong>\u00a0by a non-associated third country limiting their ability to use them.
