EU member state ambassadors have agreed the Council\u2019s position on a new law to\u00a0safeguard media freedom, pluralism and independence<\/strong>\u00a0in the EU. The\u00a0European Media Freedom Act<\/strong>\u00a0(EMFA) will establish a common framework for media services in the EU internal market and introduce measures aimed at\u00a0protecting journalists and media providers<\/strong>\u00a0from political interference while also making it easier for them to\u00a0operate across the EU\u2019s internal borders<\/strong>.<\/p>\n

Growing threat to media freedom<\/strong><\/p>\n

The proposed regulation responds to rising concerns in the EU about the\u00a0politicisation<\/strong>\u00a0of the media as well as lacking\u00a0transparency<\/strong>\u00a0of media ownership and of allocation of state advertising to media service providers. It seeks to put in place safeguards to\u00a0combat political interference<\/strong>\u00a0in editorial decisions for both private and public service media providers,\u00a0protect journalists and their sources<\/strong>, and guarantee media freedom and pluralism.<\/p>\n

A new media services board<\/strong><\/p>\n

The EMFA builds on the provisions of the 2018 Audiovisual Media Services Directive (AVMSD), in particular by proposing a new\u00a0European Board for Media Services<\/strong>\u00a0to replace the regulators group (ERGA) established under the AVMSD. The board will be composed of\u00a0national media authorities<\/strong>\u00a0and will advise and support the Commission to promote the consistent application of key provisions of the new law in all member states, including by providing opinions and helping the Commission to produce guidelines.<\/p>\n\n\n\n

The position of the Council<\/strong><\/p>\n

The Council\u2019s mandate maintains the ambition and objectives of the Commission\u2019s proposal while ensuring that the new law\u00a0is consistent with existing EU legislation, respects national competences in this area<\/strong>, and\u00a0strikes the right balance<\/strong>\u00a0between the necessary harmonisation and respect for national differences.<\/p>\n
