The proposal aims to support an open and fair competition in the European wholesale energy markets, by banning trading based on inside information and deterring market manipulation.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/10\/electricity.jpg\"><img decoding=\"async\" class=\"size-large wp-image-82399 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/10\/electricity-1024x683.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/10\/electricity-1024x683.jpg 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/10\/electricity-300x200.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/10\/electricity-768x512.jpg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/10\/electricity-1536x1024.jpg 1536w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/10\/electricity.jpg 1920w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">The proposal on REMIT is part of a wider reform of the EU\u2019s electricity market design. The remaining parts of the reform, that aim to make electricity prices less dependent on volatile fossil fuel prices and shield consumers from price spikes and accelerate the deployment of renewable energies and improve consumer protection, will be agreed at a later stage.<\/p>\n<p style=\"text-align: justify;\"><strong>Main changes brought by the Council<\/strong><\/p>\n<p style=\"text-align: justify;\">The Council made the requirements for\u00a0<strong>market participants in the EU that are resident in a third country<\/strong>\u00a0clearer and stricter.<\/p>\n<p style=\"text-align: justify;\">The Council agreed to increase the role of the\u00a0<strong>Agency for the Cooperation of Energy Regulators<\/strong>\u00a0(ACER) in investigations of significant cross-border cases to fight against the REMIT breaches.<\/p>\n<p style=\"text-align: justify;\">The Council balanced these new powers by strengthening the role national regulatory authorities (NRA) so that ACER would not exercise its\u00a0<strong>investigative powers<\/strong>\u00a0if NRAs are conducting, or have already conducted, an investigation based on the same facts. On-site inspections, would be done in close coordination and cooperation with national authorities under certain conditions.<\/p>\n<p style=\"text-align: justify;\">\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/la-comision-europea-aprueba-la-medida-espanola-y-portuguesa-para-reducir-el-precio-de-la-electricidad\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2017\/12\/alternative-energy-background-blue-1036936.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/european-commission-approves-spanish-and-portuguese-measure-to-lower-electricity-prices\/\" target=\"_blank\" rel=\"noopener\">European Commission approves Spanish and Portuguese measure to lower electricity prices<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">The Council also added flexibility regarding the issuing of\u00a0<strong>administrative fines<\/strong>\u00a0by member states. It included a list of criteria to set fines and gave member states the possibility to set lower fines.<\/p>\n<p style=\"text-align: justify;\"><strong>Next steps<\/strong><\/p>\n<p style=\"text-align: justify;\">The general approach will serve as a mandate for negotiations with the European Parliament on the final shape of the legislation.
