Nevertheless, the draft budget for 2024 continues to provide key funding to the EU&#8217;s political priorities as planned. Green and digital spending will continue to be prioritised to make Europe more resilient and fit for the future.<\/p>\n<p style=\"text-align: justify;\">The draft budget 2024 directs funds to where they can make the greatest difference, in line with the most crucial recovery needs of the EU Member States and our partners around the world. The funding will help modernise and strengthen our Union, by fostering the green and digital transitions, creating jobs and strengthening Europe&#8217;s role in the world.<\/p>\n<p style=\"text-align: justify;\">The Commission will continue to stand by Ukraine for as long as it takes. Following Russia&#8217;s war of aggression against the country, the EU budget has been fully mobilised to support Ukraine, and EU Member States welcoming refugees, however its availabilities have been exhausted. The Commission will assess future support to Ukraine in the context of the forthcoming review of its long-term budget 2021-2027.<\/p>\n<p>&nbsp;<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/commission-presents-new-action-plan-for-the-western-mediterranean-and-atlantic-routes\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/12\/francois-genon-M5IuGintPvo-unsplash-1-1024x683.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/commission-presents-new-action-plan-for-the-western-mediterranean-and-atlantic-routes\/\" target=\"_blank\" rel=\"noopener\">Commission presents new Action Plan for the Western Mediterranean and Atlantic routes<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">To address the EU&#8217;s various other priorities, the Commission proposes to allocate the following amounts to the various Commission priorities (in commitments):<\/p>\n<ul style=\"text-align: justify;\">\n<li>\u20ac53.8 billion for the\u00a0<strong>Common Agricultural Policy<\/strong>\u00a0and \u20ac1.1 billion for the European Maritime, Fisheries and Aquaculture Fund, for Europe&#8217;s farmers and fishers, but also to strengthen the resilience of the agri-food and fisheries sectors and to provide the necessary scope for crisis management.<\/li>\n<li>\u20ac47.9 billion for\u00a0<strong>regional development and cohesion<\/strong>\u00a0to support economic, social and territorial cohesion, as well as infrastructure supporting the green transition and Union priority projects.<\/li>\n<li>\u20ac15.8 billion\u00a0<strong>to support our partners and interests in the world<\/strong>, of which \u20ac11.4\u00a0billion under the Neighbourhood, Development and International Cooperation Instrument \u2014 Global Europe (NDICI \u2014 Global Europe), \u20ac2.1 billion for the Instrument for Pre-Accession Assistance (IPA III), and \u20ac1.7 billion for Humanitarian Aid (HUMA).<\/li>\n<li>\u20ac13.6 billion for\u00a0<strong>research and innovation<\/strong>, of which \u20ac12.8 billion for Horizon Europe, the Union&#8217;s flagship research programme. The Draft Budget also includes the financing of the European Chips Act under Horizon Europe and through redeployment from other programmes.<\/li>\n<li>\u20ac4.6 billion for\u00a0<strong>European strategic investments<\/strong>, of which \u20ac2.7 billion for the Connecting Europe Facility to improve cross-border infrastructure, \u20ac1.3 billion for the Digital Europe Programme to shape the Union&#8217;s digital future, and \u20ac348 million for InvestEU for key priorities (research and innovation, twin green and digital transition, the health sector, and strategic technologies).<\/li>\n<li>\u20ac2.1 billion for\u00a0<strong>spending dedicated to space<\/strong>, mainly for the European Space Programme, which will bring together the Union&#8217;s action in this strategic field.<\/li>\n<li>\u20ac10.3 billion for\u00a0<strong>people, social cohesion, and values<\/strong>, of which \u20ac3.96 billion for the rising borrowing costs for NGEU (to be kept under close review), \u20ac3.7 billion Erasmus+ to create education and mobility opportunities for people, \u20ac332 million to support artists and creators around Europe, and \u20ac215 million to promote justice, rights, and values.<\/li>\n<li>\u20ac2.4 billion for\u00a0<strong>environment and climate action<\/strong>, of which \u20ac745 million for the LIFE programme to support climate change mitigation and adaptation, and \u20ac1.5\u00a0billion for the Just Transition Fund to make sure that the green transition works for all.<\/li>\n<li>\u20ac2.2 billion for\u00a0<strong>protecting our borders<\/strong>, of which \u20ac1.1 billion for the Integrated Border Management Fund (IBMF), and \u20ac874 million (total EU contribution) for the European Border and Coast Guard Agency (Frontex).<\/li>\n<li>\u20ac1.7 billion for\u00a0<strong>migration-related spending<\/strong>, of which \u20ac1.5 billion to support migrants and asylum-seekers in line with our values and priorities.<\/li>\n<\/ul>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/new-agenda-to-strengthen-eus-partnership-with-latin-america-and-the-caribbean\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2017\/12\/slider-bandera-Europa.png\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/new-agenda-to-strengthen-eus-partnership-with-latin-america-and-the-caribbean\/\" target=\"_blank\" rel=\"noopener\">New Agenda to strengthen EU&#8217;s partnership with Latin America and the Caribbean<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<ul style=\"text-align: justify;\">\n<li>\u20ac1.6 billion to address\u00a0<strong>defence\u00a0<\/strong>challenges, of which \u20ac638\u00a0million to support capability development and research under the European Defence Fund (EDF), \u20ac241 million to support Military Mobility, \u20ac260 million for the new short-term defence instrument (EDIRPA) and \u20ac343 million to support the production of ammunition.<\/li>\n<li>\u20ac947 million to ensure the\u00a0<strong>functioning of the Single Market,<\/strong>\u00a0including \u20ac602 million for the Single Market Programme, and \u20ac200 million for work on anti-fraud, taxation, and customs.<\/li>\n<li>\u20ac754 million for EU4Health to ensure a\u00a0<strong>comprehensive health response to people&#8217;s needs<\/strong>, as well as \u20ac230 million to the Union Civil Protection Mechanism (rescEU) to be able deploy operational assistance quickly in case of a crisis.<\/li>\n<li>\u20ac726 million for\u00a0<strong>security<\/strong>, of which \u20ac315 million for the Internal Security Fund (ISF), which will combat terrorism, radicalisation, organised crime, and cybercrime.<\/li>\n<li>\u20ac213 million for\u00a0<strong>secure satellite connections<\/strong>\u00a0under the new Union Secure Connectivity Programme.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>The draft budget for 2024 is part of the Union&#8217;s long-term budget as adopted at the end of<\/strong>\u00a0<strong>2020<\/strong>, including subsequent technical adjustments, and seeks to turn its priorities into concrete annual deliverables.
