With 20 flagship initiatives and \u20ac1.23 billion in EU funding from different financial instruments, the Commission will support Member States putting people and their mental health first.<\/p>\n<p style=\"text-align: justify;\">Today&#8217;s communication comes timely: before the COVID-19 pandemic, mental health problems already affected 1 in 6 people in the EU, situation which has worsened with the unprecedented crises experienced over the past years. The\u00a0<strong>cost of non-action<\/strong>\u00a0is significant, amounting to \u20ac600 billion every year.<\/p>\n<p style=\"text-align: justify;\"><strong>Mental health matters: key elements to tackle mental health issues<\/strong><\/p>\n<p style=\"text-align: justify;\">Against the backdrop of significant technological, environmental and societal changes, affecting people&#8217;s ability to cope,<strong>\u00a0EU action on mental health will focus on three guiding principles:<\/strong><\/p>\n<p style=\"text-align: justify;\">(i) adequate and effective\u00a0<strong>prevention<\/strong>,<\/p>\n<p style=\"text-align: justify;\">(ii) access to high quality and affordable mental\u00a0<strong>healthcare and treatment<\/strong>, and<\/p>\n<p style=\"text-align: justify;\">iii)\u00a0<strong>reintegration\u00a0<\/strong>into society after recovery.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-and-undp-support-launch-of-psychological-assistance-hotline-for-ukrainians-affected-by-war\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/07\/priscilla-du-preez-F9DFuJoS9EU-unsplash-768x512.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-and-undp-support-launch-of-psychological-assistance-hotline-for-ukrainians-affected-by-war\/\" target=\"_blank\" rel=\"noopener\">EU and UNDP support launch of psychological assistance hotline for Ukrainians affected by war<br \/>\n<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3><\/h3>\n<p style=\"text-align: justify;\">This comprehensive approach looks at mental health across all policies to recognise the multifaceted risk factors of mental-ill health. Following this approach, concrete actions will cover a broad area of policies and include efforts to:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Promote good mental health<\/strong>\u00a0through prevention and early detection, including through a European depression and suicide prevention initiative, a European Code for Mental Health and strengthened research on brain health.<\/li>\n<li><strong>Invest in training and capacity building<\/strong>\u00a0that reinforces mental health across policies and improves access to treatment and care. Actions will include training and exchange programmes for professionals and technical support for mental health reforms at the national level.<\/li>\n<li><strong>Ensure good mental health at work\u00a0<\/strong>by raising awareness and improving prevention. This will be done for instance through EU-wide awareness raising campaigns by the European Agency for Safety and Health at Work (EU-OSHA) and a possible future EU initiative on psycho-social risks at work.<\/li>\n<li><strong>Protect children and the young<\/strong>\u00a0during their most vulnerable and formative years, in a context of increasing pressures and challenges. Measures include a a child and youth mental health network, a prevention toolkit for children addressing the key health determinants of mental and physical health, and better protection online and on social media.<\/li>\n<li><strong>Address vulnerable groups\u00a0<\/strong>by providing targeted support to those most in need, such as the elderly, people in difficult economic or social situations and migrant\/refugee populations. A special focus includes conflict-affected populations, notably people (in particular children) displaced from Ukraine and children in Ukraine subject to the trauma of war.<\/li>\n<li><strong>Lead by example\u00a0<\/strong>at the international level by raising awareness and providing quality mental health support in humanitarian emergencies.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">Even before the COVID-19 pandemic, mental health problems affected\u00a0<strong>around 84 million people<\/strong>\u00a0in the EU, and these figures have only worsened since then. The pandemic has placed additional pressures on mental health, especially among young people and those with pre-existing mental health conditions. In her\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_22_5493\">State of the Union address<\/a>\u00a0in September 2022, President Ursula\u00a0<strong>von der Leyen<\/strong>\u00a0called for a new initiative on mental health.<\/p>\n<p style=\"text-align: justify;\">The initiative also addresses calls from the European Parliament, and a proposal put forward by citizens in the context of the Conference on the Future of Europe. The\u00a0<strong>cost of non-action<\/strong>\u00a0on mental health is\u00a0<strong>significant\u00a0<\/strong>and projected to rise, following global challenges linked to social, political and environmental changes, increased digitalisation, economic pressures and radical shifts in the labour market.
