Of the 20 warmest years, 19 have occurred since 2000.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">Data from the <a href=\"https:\/\/climate.copernicus.eu\/\" target=\"_blank\" rel=\"noopener\">Copernicus Climate Change Service<\/a>\u00a0shows that\u00a0<a href=\"https:\/\/climate.copernicus.eu\/extreme-heat-widespread-drought-typify-european-climate-2022\" target=\"_blank\" rel=\"noopener\">2022 was the hottest summer and second warmest year on record<\/a>. The majority of evidence indicates that this is due to the rise of greenhouse gas emissions (GHG) produced by human activity.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">The average global temperature is today 0.95 to 1.20 \u00b0C higher than at the end of the 19th century. Scientists consider an increase of\u00a0<strong>2\u00b0C compared to pre-industrialised levels<\/strong>\u00a0as a threshold with dangerous and catastrophic consequences for climate and the environment.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">This is why the international community agrees that global warming needs to stay well below a 2\u00b0C increase.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/como-se-veran-afectadas-las-costas-del-artico-debido-al-calentamiento-global-en-2100\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/04\/435868.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/how-will-arctic-coasts-be-affected-by-global-warming-in-2100\/\" target=\"_blank\" rel=\"noopener\">How will Arctic coasts be affected by global warming in 2100?<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p class=\"ep-wysiwig_heading-2\" style=\"text-align: justify;\"><strong><span style=\"font-size: 14pt;\">Why is EU climate action important?<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_heading-3\" style=\"text-align: justify;\"><strong><span style=\"font-size: 14pt;\">Climate change is having an impact on Europe<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">Climate change is already affecting Europe in various forms, depending on the region. It can lead to biodiversity loss, forest fires, decreasing crop yields and higher temperatures. It can also affect people&#8217;s health.<\/p>\n<p><strong><span style=\"font-size: 14pt;\">The EU is a big greenhouse gas emitter<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">The EU was the world&#8217;s <strong>fourth biggest greenhouse gases emitter<\/strong>\u00a0after China, the US and India in 2019.\u00a0<a href=\"https:\/\/ec.europa.eu\/eurostat\/documents\/15216629\/16118334\/KS-EX-23-001-EN-N.pdf\/d4413940-6ef7-2fa8-d6f1-a60cdc4b89f3?version=1.0&amp;t=1676459907834\" target=\"_blank\" rel=\"noopener\">The EU&#8217;s share in the world\u2019s greenhouse gas emissions<\/a>\u00a0fell from 15.2% in 1990 to 7.3% in 2019<\/p>\n<p><span style=\"font-size: 14pt;\">The EU is a committed member of United Nations climate negotiations<\/span><\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">The EU is a key player in UN climate change talks and has signed the Paris agreement. All EU countries are also signatories, but they coordinate their positions and set common emission reduction goals at the EU level.<\/p>\n<p style=\"text-align: justify;\">Under the <strong>Paris agreement<\/strong>, the EU committed in 2015 to cutting greenhouse gas emissions in the EU by at least 40% below 1990 levels by 2030. In 2021, the target was changed to at least 55% reduction by 2030 and climate neutrality by 2050.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"font-size: 14pt;\">The EU efforts are paying off<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">In 2008, the EU set the target to cut emissions by <strong>20% compared to 1990 levels by 2020<\/strong>. Emissions had dropped 24% by 2019 and to 31% by 2020, due partly to the Covid-19 pandemic. New targets were set in 2021.<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt;\">The European Green Deal: achieving zero net emissions by 2050<\/span><\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">In 2021, the EU made <strong>climate neutrality,<\/strong>\u00a0the goal of\u00a0<strong>zero net emissions by 2050,\u00a0<\/strong>legally binding in the EU. It set an interim target of 55% emission reduction by 2030.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">This goal of zero net emissions is enshrined in the climate law. The European Green deal is the roadmap for the EU to become climate-neutral by 2050.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">The concrete legislation that will allow Europe to reach the Green Deal targets is laid down in the Fit for 55 package that the Commission presented in July 2021. It will include the revision of existing legislation on emissions reduction and energy, which are explained further below.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">The EU is also working to achieve a circular economy by 2050,\u00a0 create a sustainable food system and protect biodiversity and pollinators.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">In order to finance the Green Deal, the European Commission presented in January 2020 the Sustainable Europe Investment Plan, which aims to attract at least \u20ac1 trillion of public and private investment over the next decade.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">Under the investment plan, the Just Transition Fund is designed to support regions and communities that are most affected by a green transition, for instance regions that are heavily dependent on coal.<em><br \/>\n<strong><br \/>\n<\/strong><\/em><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/05\/20211026PHT15843-cl.jpg\"><img decoding=\"async\" class=\" wp-image-136779 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/05\/20211026PHT15843-cl.jpg\" alt=\"\" width=\"588\" height=\"587\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/05\/20211026PHT15843-cl.jpg 1156w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/05\/20211026PHT15843-cl-300x300.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/05\/20211026PHT15843-cl-1024x1022.jpg 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/05\/20211026PHT15843-cl-150x150.jpg 150w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/05\/20211026PHT15843-cl-768x767.jpg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/05\/20211026PHT15843-cl-120x120.jpg 120w\" sizes=\"(max-width: 588px) 100vw, 588px\" \/><\/a><\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/pacto-verde-europeo-la-comision-propone-normas-para-una-atmosfera-y-unas-aguas-mas-limpias\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/10\/der-niederrainer-D0_oW9JG-os-unsplash-scaled.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/european-green-deal-commission-proposes-rules-for-cleaner-air-and-water\/\" target=\"_blank\" rel=\"noopener\">European Green Deal: Commission proposes rules for cleaner air and water<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p class=\"ep-wysiwig_heading-2\" style=\"text-align: justify;\"><strong><span style=\"font-size: 14pt;\">Cutting greenhouse gas emissions with EU climate policies<\/span><\/strong><\/p>\n<div class=\"ep_gridcolumn ep-m_product\" style=\"text-align: justify;\" data-view1200=\"8\" data-view1020=\"8\" data-view750=\"10\" data-view640=\"6\" data-view480=\"8\" data-view320=\"4\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text\">\n<p class=\"ep-wysiwig_paragraph\">The EU has put in place different types of mechanisms depending on the sector.<\/p>\n<p><strong><span style=\"font-size: 14pt;\">Power stations and industry<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">To cut emissions from power stations and industry, the EU has put into place the first major <strong>carbon market.<\/strong>\u00a0With the Emissions Trading System (ETS), companies have to buy permits to emit CO2, so the less they pollute, the less they pay. This system covers 40% of total EU greenhouse gas emissions.<\/p>\n<p class=\"ep-wysiwig_paragraph\">To align the Emissions Trading System with the more ambitious targets of the Green Deal, the scheme was updated to cut industry emissions 62% by 2030. The revised Emissions Trading System will include polluting sectors such as buildings and road transport as of 2027 and maritime transport.<\/p>\n<p class=\"ep-wysiwig_heading-3\"><strong><span style=\"font-size: 14pt;\">Construction, agriculture and waste management<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">Sectors not yet included in the Emissions Trading System, such as construction, agriculture and waste management, will also reduce their emissions through effort-sharing between EU countries. To keep up with the ambitious Fit for 55 package, reduction targets for these sectors are set to increase from 29% to 40% by 2030.<\/p>\n<p class=\"ep-wysiwig_heading-3\"><strong><span style=\"font-size: 14pt;\">Transport<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">Regarding <strong>road transport<\/strong>, in June 2022, the European Parliament backed a proposal to reach zero CO2 emissions from new cars and vans in the EU by 2035.<\/p>\n<p class=\"ep-wysiwig_paragraph\">In June 2022, Parliament voted in favour of a revision of the Emissions Trading System for <strong>aviation<\/strong>, including all flights departing from the European Economic Area in the scheme. In April 2023, Parliament adopted the revised proposal to phase out free allowances for aviation by 2026 and promote the use of sustainable aviation fuels.<\/p>\n<p class=\"ep-wysiwig_heading-3\"><strong><span style=\"font-size: 14pt;\">Deforestation and land use<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">The EU also wants to use the <strong>CO2 absorption power of forests<\/strong>\u00a0to fight climate change. In the spring of 2023, MEPs voted in favour of an update of the rules governing deforestation and change of land use (LULUCF). The new rules will increase EU carbon sinks 15% by 2030.<\/p>\n<p class=\"ep-wysiwig_heading-3\"><strong><span style=\"font-size: 14pt;\">Import from countries with lower climate ambitions<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">Parliament adopted rules for the carbon border adjustment mechanism in April 2023. This will impose a carbon price on imports from carbon-intensive industries outside the EU to counter relocation to countries with less ambitious climate targets.<\/p>\n<p class=\"ep-wysiwig_paragraph\"><strong><span style=\"font-size: 14pt;\">Boosting renewable energies and energy efficiency<\/span><\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ep_gridcolumn ep-m_product\" style=\"text-align: justify;\" data-view1200=\"8\" data-view1020=\"8\" data-view750=\"10\" data-view640=\"6\" data-view480=\"8\" data-view320=\"4\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text\">\n<p class=\"ep-wysiwig_paragraph\">Energy is the biggest source of greenhouse gas emissions in the EU. Improving energy efficiency and producing cleaner energy help the EU to achieve its climate goals and reduce its dependency on imports.<\/p>\n<p class=\"ep-wysiwig_paragraph\">In March 2023, Parliament and Council reached a deal to\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/headlines\/priorities\/climate-change\/20221128STO58001\/how-the-eu-is-boosting-renewable-energy\" target=\"_blank\" rel=\"noopener\">boost renewable energy<\/a>. The\u00a0<strong>share of renewables<\/strong>\u00a0in the EU\u2019s final energy consumption should increase to 42.5% by 2030, whilst individual countries should aim for 45%.<\/p>\n<p class=\"ep-wysiwig_paragraph\">In addition, the EU wants to <strong><a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/headlines\/society\/20221128STO58002\/energy-saving-eu-action-to-reduce-energy-consumption\" target=\"_blank\" rel=\"noopener\">improve energy efficiency\u00a0<\/a><\/strong>with new targets, backed by Parliament in September 2022, of a 40% reduction in final energy consumption and 42.5% in primary energy consumption by 2030.<\/p>\n<p class=\"ep-wysiwig_paragraph\">MEPs will vote on the targets for both renewable energy share and energy efficiency in the coming months.<\/p>\n<p class=\"ep-wysiwig_heading-2\"><strong><span style=\"font-size: 14pt;\">Creating a sustainable and circular economy by 2050<\/span><\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">The transition to a carbon-neutral EU by 2050 under the Green Deal means reconsidering the entire life cycle of products as well as promoting sustainable consumption and the circular economy. This should lead to a reduction in the consumption of resources, less waste and fewer greenhouse gas emissions.<\/p>\n<p class=\"ep-wysiwig_paragraph\">The EU\u2019s Circular Economy Action Plan includes measures about:<\/p>\n<ul>\n<li>Packaging and plastics<\/li>\n<li>Sustainable textiles<\/li>\n<li>Electronics and ICT<\/li>\n<li>Construction and buildings<\/li>\n<li>Batteries and vehicles<\/li>\n<li>The food chain<\/li>\n<li>Critical raw materials<\/li>\n<li>Repairing and reusing goods<\/li>\n<\/ul>\n<p class=\"ep-wysiwig_paragraph\"><strong><span style=\"font-size: 14pt;\">Fighting climate change with biodiversity preservation and nature restoration<\/span><\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ep_gridcolumn ep-m_product\" style=\"text-align: justify;\" data-view1200=\"8\" data-view1020=\"8\" data-view750=\"10\" data-view640=\"6\" data-view480=\"8\" data-view320=\"4\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text\">\n<p class=\"ep-wysiwig_paragraph\">Restoring natural ecosystems and preserving biodiversity are important for climate change mitigation, increasing nature\u2019s carbon storage capacities and becoming more resilient to climate change.<\/p>\n<p class=\"ep-wysiwig_paragraph\">Forests play an essential role in absorbing and offsetting carbon emissions, In April 2023 Parliament adopted rules to ensure goods imported into the EU have not contributed to deforestation or forest degradation anywhere in the world.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p style=\"text-align: justify;\"><strong>More information:<\/strong> <a href=\"https:\/\/www.europarl.europa.eu\/news\/es\/headlines\/society\/20180703STO07129\/respuestas-de-la-ue-al-cambio-climatico\" target=\"_blank\" rel=\"noopener\">European Parliament<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Fighting climate change is a priority for the European Parliament.\u00a0 Below you will find details of the solutions the EU and the Parliament are working on: Mitigating global warming: a matter of 2\u00b0C increase \u00a0Average global temperatures have risen significantly since the industrial revolution and the last decade (2011\u20132020) was the\u00a0warmest decade on record.
