Both sides remain committed to continuing their annual dialogue, despite Russia&#8217;s ongoing large-scale armed aggression against Ukraine, and will continue their active efforts to prevent and address any human rights violations, including in the temporarily occupied and liberated territories of Ukraine.<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/04\/rus-ucr-ddhh.png\"><img decoding=\"async\" class=\"size-full wp-image-134472 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/04\/rus-ucr-ddhh.png\" alt=\"\" width=\"608\" height=\"425\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/04\/rus-ucr-ddhh.png 608w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/04\/rus-ucr-ddhh-300x210.png 300w\" sizes=\"(max-width: 608px) 100vw, 608px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The\u00a0parties discussed violations\u00a0of international human rights and humanitarian law violations\u00a0in the context of\u00a0Russia\u2019s full-scale invasion and war of aggression, such as\u00a0arbitrary\u00a0killings, arbitrary detention, enforced disappearance, torture and ill-treatment of detainees, deportation and forced transfer of civilians (especially children) to Russia and Russian\u00a0temporarily\u00a0occupied territories, war-related sexual and gender-based violence, \u2018filtration\u2019, penal colonies\u00a0in the temporarily occupied territories\u00a0of Ukraine.<\/p>\n<p style=\"text-align: justify;\">The parties paid special attention to consideration of the impact of Russia\u2019s war of aggression on the rights with respect to health, work, education, water and sanitation, and adequate housing.\u00a0Discussions\u00a0focused\u00a0on\u00a0the massive\u00a0destruction,\u00a0lossesand damages\u00a0to infrastructure\u00a0directly affecting the provision of basic\u00a0services\u00a0and\u00a0the enjoyment of\u00a0human rights. They stressed\u00a0the importance of international\u00a0support to\u00a0Ukrainian\u00a0recovery.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/consecuencias-geopoliticas-de-la-guerra-de-agresion-de-rusia-contra-ucrania\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/04\/tierra-mano-grano-y-girasoles.png\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/geopolitical-consequences-of-russias-war-of-aggression-against-ukraine\/\" target=\"_blank\" rel=\"noopener\">Geopolitical consequences of Russia\u2019s war of aggression against Ukraine<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">Both sides expressed\u00a0concerns regarding\u00a0human\u00a0rights violations in the temporarily occupied areas by Russia. In particular, the parties discussed restrictions on civic and political rights, especially forcing Ukrainian citizens to change citizenship and\/or obtain a Russian passport, restrictions on the freedom of expression, freedom of the media, freedom of assembly, freedom of religion or belief, forced mobilisation, as well as restrictions on access for international and non-governmental organisations.<\/p>\n<p style=\"text-align: justify;\">During the dialogue, the EU and\u00a0Ukraine\u00a0expressed\u00a0their commitment to ensuring full accountability for war crimes and the other most serious crimes committed in connection with Russia\u2019s war of aggression against Ukraine, including through the establishment of\u00a0a dedicated tribunal\u00a0for the prosecution of the crime of aggression. Some specific points such as support to the investigations of the International Criminal Court,international cooperation in the investigation and prosecution processes,\u00a0victim-centered and trauma sensitive responses,\u00a0the establishment of a registry of damages and\u00a0of\u00a0a compensation mechanism\u00a0were discussed.\u00a0The parties\u00a0also\u00a0focused on\u00a0sanctions\u00a0and the use of Russia\u2019s frozen and immobilised assets for Ukraine\u2019s reconstruction and for the purposes of reparation.<\/p>\n<p style=\"text-align: justify;\">Furthermore,\u00a0discussions also revolved around\u00a0policy developments in human rights. EU welcomed Ukraine\u2019s efforts\u00a0in\u00a0fulfilling accession criteria, notably\u00a0the stability of institutions guaranteeing democracy, the rule of law, human rights,\u00a0notwithstanding\u00a0the ongoing war.\u00a0Specific areas included law enforcement reform,\u00a0prevention of torture and ill-treatment, labour rights, freedoms of expression, association and assembly, the elections and electoral framework,\u00a0rights\u00a0of persons with disabilities\u00a0and\u00a0persons belonging to ethnic, linguistic, religious, and national minorities, rights of LGBTI persons, gender equality, women\u2019s rights,\u00a0and the\u00a0rights of the child.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/el-parlamento-europeo-aprueba-tres-resoluciones-sobre-el-respeto-de-los-derechos-humanos-en-rusia-afganistan-y-nigeria\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/04\/markus-spiske-XXWM_8f77KQ-unsplash-1024x679.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/european-parliament-adopts-three-resolutions-on-respect-for-human-rights-in-russia-afghanistan-and-nigeria\/\" target=\"_blank\" rel=\"noopener\">European Parliament adopts three resolutions on respect for Human Rights in Russia, Afghanistan and Nigeria<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>This year&#8217;s\u00a0dialogue was marked by an\u00a0atmosphere of cooperation and a common aspiration for progressive and decisive steps in the field of human rights.<\/p>\n<p>The next meeting of the\u00a0human\u00a0rights\u00a0dialogue\u00a0between Ukraine and the EU\u00a0is expected\u00a0to take place\u00a0in 2024.<\/p>\n<p><strong>Source:<\/strong> <a href=\"https:\/\/www.eeas.europa.eu\/delegations\/ukraine\/8th-human-rights-dialogue-takes-place-kyiv_en\">EEAS<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Union and Ukraine held the eighth Human Rights Dialogue in Kyiv yesterday.
