Under the proposed proposals, consumers will have greater clarity and confidence that when something is marketed as organic, choosing environmentally friendly products and services is an authentic message of better quality. Businesses will also benefit, as consumers will be able to recognise and reward those who make a genuine effort to improve the environmental sustainability of their products, thereby increasing sales rather than suffering unfair competition. In this way, the proposal will contribute to the creation of a level playing field with regard to information on the environmental performance of products.<\/p>\n<p style=\"text-align: justify;\">A\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:52022SC0085\">Commission study<\/a>\u00a0from 2020 highlighted that 53.3% of examined environmental claims in the EU were found to be vague, misleading or unfounded and 40% were unsubstantiated. The absence of common rules for companies making voluntary green claims leads to \u2018greenwashing&#8217; and creates an uneven playing field in the EU&#8217;s market, to the disadvantage of genuinely sustainable companies.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/parlamento-europeo-acepta-incluir-el-gas-y-la-energia-nuclear-como-actividades-economicas-medioambientalmente-sostenibles\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/07\/nuclear-power-plant-gb9147b3d6_1920.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/the-european-parliament-agrees-to-include-gas-and-nuclear-energy-as-environmentally-sustainable-economic-activities\/\" target=\"_blank\" rel=\"noopener\">The European Parliament agrees to include gas and nuclear energy as environmentally sustainable economic activities<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><strong>Reliable, comparable and verifiable information for consumers<\/strong><\/p>\n<p style=\"text-align: justify;\">According to the proposal, when companies choose to make a \u2018green claim&#8217; about their products or services, they will have to respect minimum norms on how they\u00a0<strong>substantiate<\/strong>\u00a0these claims and how they\u00a0<strong>communicate<\/strong>\u00a0them.<\/p>\n<p style=\"text-align: justify;\">The proposal\u00a0<strong>targets explicit\u00a0<\/strong><strong>claims<\/strong>, such as for example: \u2018T-shirt made of recycled plastic bottles&#8217;, \u2018CO2 compensated delivery&#8217;, \u2018packaging made of 30% recycled plastic&#8217; or \u2018ocean friendly sunscreen&#8217;. It also aims to tackle the proliferation of labels as well as new public and private\u00a0<strong>environmental labe<\/strong>l<strong>s<\/strong>. It covers all voluntary claims about the environmental impacts, aspects or performance of a product, service or the trader itself. However, it\u00a0<strong>excludes claims that are covered by existing EU rules<\/strong>, such as the EU Ecolabel or the organic food logo, because the current laws already ensure that these regulated claims are reliable. Claims which will be covered by\u00a0<strong>upcoming\u00a0<\/strong>EU regulatory rules, will be excluded for the same reason.<\/p>\n<p style=\"text-align: justify;\">Before companies communicate any of the covered types of \u2018green claims&#8217; to consumers, such claims will need to be\u00a0<strong>independently verified\u00a0<\/strong>and\u00a0<strong>proven with scientific evidence<\/strong>. As part of the scientific analysis, companies will identify the environmental impacts that are actually\u00a0<strong>relevant<\/strong>\u00a0to their product, as well as\u00a0<strong>identifying any possible trade-offs<\/strong>, to give a full and accurate picture.<\/p>\n<p style=\"text-align: justify;\"><strong>Clear and harmonised rules and labels<\/strong><\/p>\n<p style=\"text-align: justify;\">Several rules will make sure that claims are\u00a0<strong>communicated clearly<\/strong>. For example, claims or labels that use\u00a0<strong>aggregate scoring<\/strong>\u00a0of the product&#8217;s overall environmental impact, will no longer be permitted, unless set in EU rules. If products or organisations are compared with others, such\u00a0<strong>comparisons should be based on equivalent information and data<\/strong>.<\/p>\n<p style=\"text-align: justify;\">The proposal will also regulate\u00a0<strong>environmental labels.\u00a0<\/strong>There are currently at least 230 different labels and there is evidence that this leads to\u00a0<strong>consumer confusion and distrust<\/strong>. To control the proliferation of such labels, new public labelling schemes will not be allowed, unless developed at EU level, and any new private schemes will need to show higher environmental ambition than existing ones and get a pre-approval<strong>\u00a0<\/strong>to be allowed. There are detailed rules about environmental labels in general: they must also be reliable, transparent, independently verified, and regularly reviewed.<\/p>\n<p style=\"text-align: justify;\"><strong>Next steps<\/strong><\/p>\n<p style=\"text-align: justify;\">Following the ordinary legislative procedure, the Green Claims Directive proposal will now be subject to the approval of the European Parliament and the Council.<strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">Today&#8217;s proposal complements the\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_22_2098\">March 2022 proposal on \u2018empowering consumers for the green transition&#8217;<\/a>\u00a0by providing more specific rules on environmental claims, in addition to a general prohibition of misleading advertising. Today&#8217;s proposal is also presented together with a proposal on common rules promoting the repair of goods, which will also contribute to sustainable consumption and enhance the circular economy.<\/p>\n<p style=\"text-align: justify;\">Today&#8217;s proposal makes good on an important Commission commitment as part of the European Green Deal. It is the third package of proposals on circular economy, together with the proposal on common rules promoting the repair of goods. The first and second circular economy packages were adopted in March and November 2022.\u00a0 The\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_22_2013\">first package<\/a>\u00a0included the new proposed Regulation on Ecodesign for Sustainable Products, the EU Strategy for Sustainable and Circular Textiles, and the proposed Consumer law directive on empowering consumers in the green transition. The\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_22_7155\">second package<\/a>\u00a0included the proposals for the Packaging and Packaging Waste Regulation, the communication on biodegradable, biobased and compostable plastics and the proposed EU Certification for Carbon Removals Regulation.<strong>\u00a0<\/strong><\/p>\n<h3 style=\"text-align: justify;\">More information<\/h3>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_23_1692\" target=\"_blank\" rel=\"noopener\">European Commission<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 22 March, the Commission proposed common standards against money laundering and misleading environmental claims.
