This deal marks a further step in the completion of the \u2018Fit for 55&#8242; package to deliver the\u00a0<a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/european-green-deal_en\">European Green Deal<\/a>\u00a0and the\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_22_3131\">REPowerEU Plan<\/a>. It shows once again the EU&#8217;s determination to become climate neutral by 2050.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/03\/green-energy-scaled.jpg\"><img decoding=\"async\" class=\"size-large wp-image-104839 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/03\/green-energy-1024x683.jpg\" alt=\"campo con generadores e\u00f3licos\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/03\/green-energy-1024x683.jpg 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/03\/green-energy-300x200.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/03\/green-energy-768x512.jpg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/03\/green-energy-1536x1024.jpg 1536w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/03\/green-energy-2048x1365.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\"><strong>Reaching higher targets with better instruments<\/strong><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">For the first time, the\u00a0<strong>energy efficiency first principle\u00a0<\/strong>is given legal strength with a clear requirement for EU countries to take energy efficiency into consideration in policy, planning and major investment decisions in the energy sector and beyond.<\/p>\n<p style=\"text-align: justify;\">The agreement establishes an\u00a0<strong>EU energy efficiency target of 11.7% for 2030,\u00a0<\/strong>exceeding the Commission&#8217;s original \u2018Fit for 55&#8242; proposal<strong>.<\/strong>\u00a0It requires EU Member States to collectively ensure an additional reduction of final and primary energy consumption, compared with energy consumption forecasts made in 2020.<\/p>\n<p style=\"text-align: justify;\">Under the provisional deal, the\u00a0<strong>annual energy savings obligation<\/strong>\u00a0nearly doubles to ensure continual progress. EU countries will be required to achieve new savings each year of 1.49%% of final energy consumption on average, from 2024 to 2030, up from the current level of 0.8%. They will gradually have to reach 1.9% by the end of 2030. This is an important instrument to drive energy savings in end-use sectors such as buildings, industry and transport.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/como-trabaja-la-ue-en-la-economia-circular\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/03\/Economia-circular.png\" alt=\"\" width=\"130\" height=\"184\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/como-trabaja-la-ue-en-la-economia-circular\/\" target=\"_blank\" rel=\"noopener\">C\u00f3mo trabaja la UE en la econom\u00eda circular<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">The revised rules also give a\u00a0<strong>greater responsibility to the<\/strong>\u00a0<strong>public sector<\/strong>\u00a0to increase energy efficiency. Public bodies will need to systematically take into account energy efficiency requirements in their public procurement of products, services, buildings and works. A new annual energy consumption reduction target of 1.9% is introduced for the public sector. EU countries&#8217; obligation to renovate each year at least 3% of the total floor area of buildings owned by the public administration now also covers the regional and local levels.<\/p>\n<p style=\"text-align: justify;\"><strong>Companies will be encouraged to be more energy-efficient<\/strong>\u00a0under the revised Directive. First, energy management systems will become a default obligation for large energy consumers. All enterprises, including SMEs that exceed 85TJ of annual energy consumption, will have to implement an energy management system. Otherwise, they will be subject to an energy audit (if their annual consumption exceeds 10TJ). For the first time, a reporting scheme for energy performance of large\u00a0<strong>data centres<\/strong>\u00a0is also introduced.<\/p>\n<p style=\"text-align: justify;\">Under the agreed rules, EU countries will also have to promote local heating and cooling plans in large municipalities having populations above 45,000. Also, with the\u00a0<strong>revised definition of efficient district heating and cooling<\/strong>, minimum requirements will be gradually changed to ensure a fully decarbonised district heating and cooling supply by 2050. Support to new high-efficiency cogeneration units using natural gas and connected to district heating in efficient district heating and cooling systems will only be possible until 2030, whereas any other fossil fuel use will be banned for new heat generation capacities in such systems.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/the-european-commission-announces-more-than-116m-e-of-investment-in-strategic-projects-under-the-new-life-program\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2018\/10\/Programa-Life.png\" alt=\"\" width=\"130\" height=\"184\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/the-european-commission-announces-more-than-116m-e-of-investment-in-strategic-projects-under-the-new-life-program\/\" target=\"_blank\" rel=\"noopener\">The European Commission announces more than 116M \u20ac of investment in strategic projects under the new LIFE Program<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">The deal further strengthens provisions on\u00a0<strong>energy efficiency financing<\/strong>\u00a0to facilitate the mobilisation of investments. Under the new provisions, EU countries will be required to promote innovative financing scheme and green lending products for energy efficiency, by ensuring their wide and non-discriminatory offer by financial institutions. EU countries will have to report on the volume of energy efficiency investments.<\/p>\n<p style=\"text-align: justify;\"><strong>Alleviating energy poverty and empowering consumers<\/strong><\/p>\n<p style=\"text-align: justify;\">The agreement includes the\u00a0<strong>first ever<\/strong>\u00a0<strong>EU definition of energy poverty.<\/strong>\u00a0Member States will now have to implement energy efficiency improvement measures as a priority among people affected by energy poverty, vulnerable customers, low-income households, people affected by energy poverty and, where applicable, people living in social housing.
