The Directorate is responsible for planning and conducting capability development based on analysis of military requirements conducted together with Member States within the Capability Development Plan (CDP).<\/p>\n<p style=\"text-align: justify;\">The Directorate coordinates in-house the implementation of the Coordinated Annual Review on Defence (CARD), establishing a regularly updated overview of the European defence capability landscape, in coordination with the European External Action Service (EEAS), including the EU Military Staff (EUMS).<\/p>\n<p style=\"text-align: justify;\">The CAP Directorate implements EDA\u2019s secretariat functions to the Permanent Structured Cooperation (PESCO), together with the EEAS, including the EU Military Staff. Within the PESCO secretariat, the Directorate coordinates EDA\u2019s assessment of PESCO project proposals from the capability perspective, as well as the National Implementation Plans of PESCO participating Member States and supports PESCO project implementation.<\/p>\n<p style=\"text-align: justify;\">Based on coordinating the results of CDP, CARD and PESCO, the Directorate plans and prepares capability development activities and projects tailored to Member States\u2019 needs. These activities span from advice and roadmaps to collaborative capability development projects, including the support to Member States upstream of the European Defence Fund.<\/p>\n<p style=\"text-align: justify;\">The CAP Directorate comprises six Units with the following key areas of activity:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Air Domain Unit: Air Combat, Air ISR Platforms, Anti-Access\/Area-Denial, Air-to-Air Refuelling, Strategic and Tactical Air Mobility<\/li>\n<li>Cooperation Planning Unit: CDP, CARD, Defence Data<\/li>\n<li>Land and Logistics Unit: Land platforms, Counter-IED, Personnel Recovery, Military Mobility, Logistics, Medical Support<\/li>\n<li>Information Superiority Unit: Communication &amp; Information Systems, Surveillance &amp; Reconnaissance, Space, Cyber Defence<\/li>\n<li>Maritime Unit: Maritime Surveillance, Mine Counter Measures, naval training, harbour protection<\/li>\n<li>PESCO Unit: PESCO secretariat, assessment and support to project development<\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\">ELIGIBILITY CRITERIA<\/h3>\n<p style=\"text-align: justify;\">To be considered eligible to take part in this selection procedure, on the closing date for the submission of applications candidates must satisfy all the eligibility criteria as specified below:<\/p>\n<ul style=\"text-align: justify;\">\n<li>be a national of a Member State participating in the Agency;<\/li>\n<li>be entitled to his\/her full rights as a citizen;<\/li>\n<li>have fulfilled any obligations imposed on him\/her by the laws concerning military service;<\/li>\n<li>produce the appropriate character references as to his\/her suitability for the performance of his\/her duties (extract from the \u201cjudicial record\u201d or certificate of good conduct will be requested prior to recruitment);<\/li>\n<li>be physically fit to perform his\/her duties;<\/li>\n<li>have a thorough knowledge (minimum level C1 oral and written) of one of the languages of the participating Member States and a satisfactory knowledge (minimum level B2 oral and written) of another of these languages to the extent necessary to discharge his\/her duties;<\/li>\n<li>have no personal interest (financial, family relationship, or other) which could be in conflict with disinterested discharge of his\/her duties within the Agency;<\/li>\n<li>hold, or be in a position to obtain, a valid Personnel Security Clearance Certificate (national or EU PSC at SECRET UE\/EU SECRET level). Personnel Security Clearance Certificate (PSCC) means a certificate issued by a competent authority establishing that an individual is security cleared and holds a valid national or EU PSC, and which shows the level of EUCI to which that individual may be granted access (SECRET UE\/EU SECRET), the date of validity of the relevant PSC and the date of expiry of the certificate itself. Note that the necessary procedure for obtaining a PSCC can be initiated on request of the employer only, and not by the individual candidate;<\/li>\n<li>have a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years or be a graduate of a national or international Defence College; or where justified in the interests of the service, professional training of an equivalent level.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Only diplomas that have been awarded in EU Member States or that are the subject of equivalence certificates issued by the authorities in the said Member States shall be taken into consideration. In the latter case, the authority authorised to conclude contracts of employment reserves the right to request proof of such equivalence. Please note that degrees awarded in the United Kingdom up to 31\/12\/2020 are considered valid.<\/p>\n<p style=\"text-align: justify;\">It should be noted that due to the withdrawal of the United Kingdom from the European Union on 31\/01\/2020, candidates from the United Kingdom who do not hold the nationality of another participating EU Member State, are not eligible.<\/p>\n<p style=\"text-align: justify;\">For native English speakers, your ability to communicate in another EU language will be tested during the selection process. Essential<\/strong><\/p>\n<p style=\"text-align: justify;\">Only applications meeting all essential selection criteria will be assessed.<\/p>\n<p style=\"text-align: justify;\"><strong>(1) Professional<\/strong><\/p>\n<p style=\"text-align: justify;\">The candidate will be required to demonstrate that he\/she has:<\/p>\n<ul style=\"text-align: justify;\">\n<li>a minimum of ten (10) years of active flight duties in military aviation;<\/li>\n<li>very good knowledge of and proven experience in Air Superiority (Air Combat, Airborne ISR, A2AD and AAR);<\/li>\n<li>at least five (5) years of concrete experience in capability development and\/or preparation of capability projects \/ programmes;<\/li>\n<li>a proven concrete experience of leadership position in project \/ programme management in an international organisation or a large-scale government or public sector organisation;<\/li>\n<li>a track record of relevant professional experience in the field of international cooperation;<\/li>\n<li>a good understanding of armament procurement;<\/li>\n<li>familiarity with the international Defence environment in general;<\/li>\n<li>a thorough understanding of EU institutions and how they function, and of their Defence related initiatives;<\/li>\n<li>a good understanding of the EDA\u2019s main tasks and functions;<\/li>\n<li>a good knowledge of NATO organization and activities;<\/li>\n<li>a very good knowledge of written and spoken English.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>(2) Personal<\/strong><\/p>\n<p style=\"text-align: justify;\">All staff must be able to fit into the Agency&#8217;s way of working (see para. 2). Other attributes important for this post include:<\/p>\n<ul style=\"text-align: justify;\">\n<li>ability to work in a team;<\/li>\n<li>leadership and management skills with a proven ability to lead multinational teams;<\/li>\n<li>results-orientation, and strong motivation;<\/li>\n<li>flexibility and innovativeness;<\/li>\n<li>conceptual, interpersonal, and analytical skills;<\/li>\n<li>genuine commitment to the Agency&#8217;s objectives.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>B. Desirable<\/strong><\/p>\n<p style=\"text-align: justify;\">The following will be considered an advantage:<\/p>\n<ul style=\"text-align: justify;\">\n<li>experience as a fixed wing air combat aircrew;<\/li>\n<li>command experience;<\/li>\n<li>experience in an international organisation, notably an EU or NATO organization or headquarter.<\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\">APPOINTMENT AND CONDITIONS OF EMPLOYMENT<\/h3>\n<p style=\"text-align: justify;\" align=\"justify\">The\u00a0Project Officer Aviation \/ Air Superiority\u00a0will be appointed by the Chief Executive.<\/p>\n<p style=\"text-align: justify;\" align=\"justify\">Recruitment will be as a member of the\u00a0temporary staff of the Agency for\u00a0<strong>a four-year period<\/strong>. Renewal is possible within the limits set out in the EDA Staff Regulations. The successful candidate will be recruited as Temporary Agent, grade AD10.<\/p>\n<p style=\"text-align: justify;\" align=\"justify\">The pay for this position consists of a basic salary of\u00a0<strong>9.941,81<\/strong><strong>\u20ac<\/strong>\u00a0supplemented with various allowances, including as applicable expatriation or family allowances. The successful candidate will be graded on entry into service according to the length of his\/her professional experience. Salaries are exempted from national tax, instead an Agency tax at source is paid.
