The impact of the Covid-19 health pandemic, financial crisis, unemployment, and poor opportunities to education and training are just some of the critical issues with which people are struggling especially in the EU&#8217;s neighbouring countries.<\/p>\n<blockquote><p>&#8216;It\u2019s really shocking and a very serious situation. The levels of pessimism, dismay and financial struggles amongst citizens in both the EU and ten neighbouring countries are very high,&#8217; says Cristina Mereuta, ETF Senior Human Capital Development Expert in Labour Market and Employment.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">At the same time the demands of technological change, the greening of economies, globalisation and demographic factors, including migration and displacement due to environmental hazards and conflict, are profoundly influencing labour markets and the workplace and the skills people need to work and live. Education and skills development are critical to ensure individuals have access to, and remain engaged in, our fast-evolving workplaces and society.<\/p>\n<p style=\"text-align: justify;\">The ETF&#8217;s Lida Kita, Senior Human Capital Development Expert on Social Inclusion outlines our approach to dealing with these challenges.<\/p>\n<blockquote><p>&#8216;Through collaborations, knowledge-sharing and innovation, we are working to impact on policy-making and delivery,\u2019 says Kita. \u2018Through participation in its various networks with countries in the EU\u2018s neighbouring regions, we are saying you can change the mantra, and how we treat what are called excluded or marginalised groups,\u2019 she adds.<\/p><\/blockquote>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/commission-proposes-to-strengthen-equality-bodies-to-fight-discrimination\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2020\/04\/Discriminacion.jpg\" alt=\"\" width=\"141\" height=\"194\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/commission-proposes-to-strengthen-equality-bodies-to-fight-discrimination\/\" target=\"_blank\" rel=\"noopener\">Commission proposes to strengthen equality bodies to fight discrimination<br \/>\n<\/a><\/h4>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><strong>What are we doing to support skills for social inclusion?<\/strong><\/p>\n<p style=\"text-align: justify;\">At the ETF, we act as a facilitator to promote social inclusion at a system level.\u00a0Creating\u00a0more inclusive societies requires policies for education, skills development and employment that are integrated and mutually reinforcing.\u00a0We address the issue at multiple levels:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Individual\u00a0learner\u00a0<\/strong>\u2013<strong>\u00a0<\/strong>primarily<strong>\u00a0<\/strong>through the\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/what-we-do\/creating-new-learning\" target=\"_blank\" rel=\"noopener\">Creating New Learning<\/a>\u00a0initiative, we\u00a0support\u00a0the development of learner-centred curriculum approaches for technical, digital, personal, social and civic competence development; the continuous professional\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/what-we-do\/innovative-educators\" target=\"_blank\" rel=\"noopener\">development of teachers<\/a>\u00a0on issues such as multiculturalism and special needs; and\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/what-we-do\/career-development-support\" target=\"_blank\" rel=\"noopener\">career guidance provision<\/a><\/li>\n<li><strong>Learning institution<\/strong>\u00a0\u2013 our<a href=\"https:\/\/www.etf.europa.eu\/en\/what-we-do\/vocational-excellence\" target=\"_blank\" rel=\"noopener\">\u00a0Network for Excellence<\/a>\u00a0of vocational centres encourages the exchange of best practice to enhance visibility, collaboration and support innovative social inclusion practices<\/li>\n<li><strong>Business and enterprises<\/strong>\u00a0\u2013 as part of the\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/what-we-do\/skills-enterprise-development\" target=\"_blank\" rel=\"noopener\">Skills for Enterprises<\/a>\u00a0(S4E) initiative, we\u00a0work\u00a0to build employee\u00a0and business adaptability and resilience through relevant training and skills development that respond\u00a0to market and societal needs, encouraging high-level training provision, and engagement in supportive networks<\/li>\n<li><strong>Societal\u00a0and system-level<\/strong>\u00a0\u2013 provision of\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/news-and-events\/news\/etfs-policy-advice-service\" target=\"_blank\" rel=\"noopener\">policy advice<\/a>\u00a0on labour market and employment policies and interventions, and expertise support for\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/what-we-do\/skills-demand-analysis\" target=\"_blank\" rel=\"noopener\">skills demand analysis<\/a>\u00a0and the inclusion of vulnerable individuals and communities, development and implementation of\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/what-we-do\/qualifications\" target=\"_blank\" rel=\"noopener\">qualifications<\/a>\u00a0systems, and support for\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/what-we-do\/torino-process-policy-analysis-and-progress-monitoring\" target=\"_blank\" rel=\"noopener\">monitoring and adaptation of policy measures<\/a><\/li>\n<li><strong>State level\u00a0<\/strong>\u2013\u00a0by<strong>\u00a0<\/strong>promoting<strong>\u00a0<\/strong>good governance, as featured in our\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/news-and-events\/events\/glad-governance-learning-action-dialogue-network-launching-event-gladnetwork\" target=\"_blank\" rel=\"noopener\">GLAD network<\/a>,<strong>\u00a0<\/strong>which includes the participation of<strong>\u00a0<\/strong>the\u00a0public and private sector, social partners, and<strong>\u00a0<\/strong>civil society<strong>\u00a0<\/strong>in decision-making<strong>\u00a0<\/strong>and the<strong>\u00a0<\/strong>strengthening\u00a0of democratic processes<\/li>\n<li><strong>International level\u00a0<\/strong>\u2013 by building partnerships,\u00a0as in our\u00a0<a href=\"https:\/\/www.etf.europa.eu\/en\/news-and-events\/news\/etf-skills-lab-network-leaps-forward-skills-anticipation\" target=\"_blank\" rel=\"noopener\">Skills Lab Network<\/a>, for international cooperation with multiple partners: international organisations, national authorities, research community, digital platforms, social partners, civil society, youth organisations and many others.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">Our work is devised and delivered in the context of the EU\u2019s policies, including the\u00a0<a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/economy-works-people\/jobs-growth-and-investment\/european-pillar-social-rights\/european-pillar-social-rights-20-principles_en\" target=\"_blank\" rel=\"noopener\"><strong>European Pillar of Social Rights<\/strong><\/a>, and the\u00a0<strong>EU&#8217;s external relations priorities<\/strong>\u00a0in support of the\u00a0<a href=\"https:\/\/sdgs.un.org\/goals\" target=\"_blank\" rel=\"noopener\"><strong>United Nation\u2019s 2030 Sustainable Development Goals<\/strong><\/a>, in particular, quality education and decent work and economic growth, for prosperous, innovative and inclusive societies.<\/p>\n<p style=\"text-align: justify;\">As well as strengthening the EU\u2019s role in the world, social inclusion is a priority theme of the\u00a0<a href=\"https:\/\/swedish-presidency.consilium.europa.eu\/en\/\" target=\"_blank\" rel=\"noopener\"><strong>Swedish EU Council Presidency<\/strong><\/a>\u00a0from January to June 2023. It aims to continue the implementation of the\u00a0<a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/economy-works-people\/jobs-growth-and-investment\/european-pillar-social-rights\/european-pillar-social-rights-20-principles_en\" target=\"_blank\" rel=\"noopener\"><strong>European Pillar of Social Rights<\/strong><\/a>\u00a0to improve working conditions, including in the digital economy and for people working through platforms, and to tackle gender inequalities in the labour market for a better work-life balance for all.<\/p>\n<p style=\"text-align: justify;\">We support education, skills development and employment in the EU\u2019s neighbouring regions \u2013 Western Balkans and T\u00fcrkiye, Southern and Eastern Mediterranean, Eastern Europe, and Central Asia\u00a0\u2013\u00a0within a lifelong learning context reaching out to the most vulnerable in society.
