{"id":120979,"date":"2022-10-19T08:15:42","date_gmt":"2022-10-19T06:15:42","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=120979"},"modified":"2022-10-19T07:44:55","modified_gmt":"2022-10-19T05:44:55","slug":"meps-refuse-to-discharge-eu-border-agency-over-its-management-in-2020","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/meps-refuse-to-discharge-eu-border-agency-over-its-management-in-2020\/","title":{"rendered":"MEPs refuse to discharge EU border agency over its management in 2020"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>MEPs refused to discharge the 2020 budgets for the European Border and Coast Guard Agency and the Council, and granted discharge to the European Economic and Social Committee.<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2018\/10\/Frontex.png\"><img decoding=\"async\" class=\"size-full wp-image-16180 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2018\/10\/Frontex.png\" alt=\"FRONTEX is looking for 700 Border Guards\" width=\"658\" height=\"435\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2018\/10\/Frontex.png 658w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2018\/10\/Frontex-300x198.png 300w\" sizes=\"(max-width: 658px) 100vw, 658px\" \/><\/a><\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">45 MEPs voted in favour of the committee recommendation to refuse\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/headlines\/eu-affairs\/20150427STO46470\/discharge-procedure-how-parliament-scrutinises-the-eu-budget\" target=\"_blank\" rel=\"noopener\">discharge<\/a>\u00a0to Frontex, 284 voted against (in favour of granting discharge) and 8 abstained.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">MEPs criticised the \u201cmagnitude of the committed serious misconduct\u201d under the previous executive director of the agency, who resigned on 28 April 2022, following the release of a revealing report by the EU\u2019s anti-fraud office, OLAF. The agency failed to protect the fundamental rights of migrants and asylum seekers and, according to media report, was involved in the illegal pushbacks of at least 957 refugees between March 2020 and September 2021, Parliament says.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">MEPs also expressed shock regarding the suicide of a staff member, \u201crelated to alleged practices of sexual harassment\u201d and note that 17 cases of sexual harassment in the agency were reported in 2020, of which 15 were closed without follow-up.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">Parliament welcomed the appointment of the new interim Frontex director in July 2022, the corrective actions already taken or planned and the positive changes with respect to fundamental rights. They saluted the new management style within the agency, which tries to make it a safe place \u201cwhere people are not afraid to speak up about possible wrongdoings\u201d, while noting that the problems at the agency might be of a deeper \u201cstructural\u201d nature and go beyond the failings of individuals. This point was stressed by many MEPs during the plenary debate on Frontex\u2019s responsibility for fundamental rights violations on the EU\u2019s external borders. Many others, at the same time, argued in favour of granting discharge, by pointing to the ongoing reforms in Frontex and progress towards fulfilling conditions that Parliament had made in the previous discharge report.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\"><a href=\"https:\/\/www.europarl.europa.eu\/plenary\/en\/vod.html?mode=chapter&amp;vodLanguage=EN&amp;vodId=50a39f14-7f55-2441-050d-470cab777661&amp;date=20221017\" target=\"_blank\" rel=\"noopener\">You can re-watch the debate here<\/a>.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-launches-the-support-hub-for-internal-security-and-border-management-in-moldova\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/07\/sasha-pleshco-HBtWDEzIe6M-unsplash-scaled.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-launches-the-support-hub-for-internal-security-and-border-management-in-moldova\/\" target=\"_blank\" rel=\"noopener\">EU launches the Support Hub for Internal Security and Border Management in Moldova<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3 class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\"><strong>Frontex operations in Hungary and Greece<\/strong><\/h3>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">MEPs regreted that Frontex has not implemented some of the conditions set out in Parliament\u2019s <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20210923IPR13401\/ep-committee-asks-for-part-of-frontex-budget-to-be-frozen\" target=\"_blank\" rel=\"noopener\">previous discharge report<\/a>s. In particular, they demanded that Frontex\u2019s support for return-related activities in Hungary be immediately suspended, given the rule of law situation in the country. With regard to Greece, they were deeply concerned about the recent revelations that the former Frontex leadership was aware of people being illegally pushed back in the country and supported and participated in financing this. MEPs urged the Commission to ensure that this does not happen again.<\/p>\n<h3 class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\"><strong>European Economic and Social Committee and Council<\/strong><\/h3>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">In a separate vote, Parliament granted discharge to the European Economic and Social Committee, after\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220429IPR28235\/discharge-meps-delay-signing-off-on-accounts-of-frontex\" target=\"_blank\" rel=\"noopener\">initially having postponed it<\/a>\u00a0in May.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">As has been the case for more than a decade, MEPs refused to approve the Council\u2019s discharge, due to the institution\u2019s lack of cooperation.<\/p>\n<h3 class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\"><strong>Background<\/strong><\/h3>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">Parliament has the exclusive right to approve how EU bodies implement their budget, by taking a decision on whether to grant, postpone or refuse discharge. As the discharge authority, Parliament keeps the EU institutions accountable on how they spend public funds.
