The European Union Agency for Asylum (hereinafter “EUAA”), established by Regulation (EU) 2021\/23031 , is a centre of expertise by virtue of its independence, the scientific and technical quality of the assistance it provides and the information it collects and disseminates, the transparency of its operating procedures and methods, its diligence in performing the tasks assigned to it, and the information technology support needed to fulfil its mandate.<\/p>\n

Job Description<\/strong><\/p>\n

The Head of the Training and Learning Research and Analysis Sector will be working in the Training and Professional Development Centre (C2) of the EUAA, reporting to the Head of Centre, and will be responsible for the following tasks:
\n\u2022 Coordinating the Sector\u2019s human resources, applying effective governance of its activities according to EUAA\u2019s internal rules of procedure and ensuring a sound allocation of tasks to staff members under line management;
\n\u2022 Manage the strategic planning, coordination and streamlining of the full data management lifecycle, including collecting, processing, governing, sharing and analysing data in a costefficient, effective and reliable manner;
\n\u2022 Ensure the robust analysis of all training-related qualitative and quantitative data, including the production of in-depth reports, addressing, inter alia, the impact of training;
\n\u2022 Manage the coordination of the ongoing monitoring, periodic review and evaluation of the EUAA\u2019s training;
\n\u2022 Assess training needs and gaps through the implementation of the training needs analysis methodology, including the use of the European Sectoral Qualifications Framework (ESQF) for asylum and reception officials, to identify training needs and potential gaps;
\n\u2022 Manage and provide strategic input to the review and update of the sector\u2019s methodologies for conducting training needs analysis and evaluations;
\n\u2022 Work collaboratively across the centre to foster a culture for data-driven decision making that supports a learner-centred approach and guides strategic planning;<\/p>\n

Requirements<\/strong><\/p>\n

Candidates will be considered eligible for selection based on the fulfilment of the following formal
\ncriteria, by the deadline for applications:
\n1. Have a level of education which corresponds to completed university studies of at least 4 years attested by a diploma and, after having obtained the university diploma, at least 9 years of appropriate professional experience, or have a level of education which corresponds to completed university studies of at least 3 years attested by a diploma and, after having obtained the university diploma, at least 10 years of appropriate professional experience 3;
\n2. Be nationals of one of the Member States of the European Union, Liechtenstein, Norway and Switzerland;
\n3. Be entitled to full rights as an EU citizen;
\n4. Have fulfilled any obligations imposed on them by the laws on military service;
\n5. Possess a thorough knowledge (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL) of one of the official EU languages and a satisfactory knowledge (level B2 in all dimensions as per the CEFRL) of another one of these languages to the extent necessary for the performance of the duties pertaining to the post;
\n6. Meet the character requirements for the duties involved;<\/p>\n

Benefits<\/strong><\/p>\n

The pay for a Temporary Agent, AD 8 (step 1) consists of a basic salary of EUR 7,431.71 weighted by the correction coefficient (for Malta currently 92.07%) supplemented with various allowances,
\nincluding expatriation and family allowances. The salaries of staff members are subject to a European Union tax deducted at source. Staff members are exempt from national tax on salary and are members of the European Union social security and pension schemes.<\/p>\n
