It works in an integrated way, with multi-disciplinary teams representing all of the Agency\u2019s functional areas, to realise its objectives. Its business processes are flexible and oriented towards achieving results. Staff at all levels need to demonstrate the corresponding qualities of commitment, flexibility, innovation, and team-working; to work effectively with shareholders and stakeholder groups, formal and informal; and to operate without the need for detailed direction.<\/p>\n<p style=\"text-align: justify;\"><strong>TASKS<\/strong><\/p>\n<p style=\"text-align: justify;\">The Research, Technology &amp; Innovation Directorate (RTI) promotes and supports defence research at EU level. Based on the Overarching Strategic Research Agenda (OSRA), developed together with the Member States, the Directorate coordinates and plans joint research activities and the study of technical solutions to meet future operational needs.<\/p>\n<p style=\"text-align: justify;\">The RTI Directorate provides support to Member States and to the European Commission for the Preparatory Action for defence research, including its implementation, and the research dimension of the European Defence Fund. The RTI directorate also ensures the promotion of innovation in defence and the exploitation of synergies at EU level with civil research in dual-use technology fields.<\/p>\n<p style=\"text-align: justify;\">The RTI Directorate comprises two Units and an RTI Coordination Team, with the following key tasks:<\/p>\n<ul style=\"text-align: justify;\">\n<li>The EU-funded Defence Research Unit: upstream, implementing and downstream support linked to defence research activities funded by the EU budget under delegation by the European Commission<\/li>\n<li>The Technology &amp; Innovation Unit: facilitating the work of the Capability Technology Groups (CapTechs), the Energy &amp; Environment Working Group; development and management of ad hoc research activities based on sectoral Strategic Research Agendas<\/li>\n<li>The RTI Coordination Team: coordination of the RTI Directorate\u2019s contributions to EDA\u2019s transversal activities (such as CDP, CARD, PESCO, and KSA); overview of the Agency\u2019s research portfolio; provision of outlook for research activities and technology watch.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>DUTIES<\/strong><\/p>\n<p style=\"text-align: justify;\">Under the supervision of the RTI Director and the guidance of the RTI Coordinators, the jobholder will contribute to the following activities:<\/p>\n<ul style=\"text-align: justify;\">\n<li>support R&amp;T initiatives aimed at defining R&amp;T priorities and projects;<\/li>\n<li>support and manage the Overarching Strategic Research Agenda (OSRA) and foresight projects, providing both technical and non-technological (economics) perspective including contracting activities;<\/li>\n<li>support the EDA internal fora of the R&amp;T community and EDA management tools, ensuring the consistency of the documentation and information across CapTechs, maintaining up to date the data of the forum;<\/li>\n<li>manage the R&amp;T Ad Hoc project negotiation portfolio of the Agency;<\/li>\n<li>contribute to the management of IT tools for the coordination and monitoring of the R&amp;T portfolio of the Ad Hoc (Category A and Category B) projects of the Agency (monitor and control);<\/li>\n<li>support the continuous improvement process of the cooperation framework for the establishment of R&amp;T projects and programmes;<\/li>\n<li>support in collecting and analysing statistical data on R&amp;T Projects and Programmes;<\/li>\n<li>support the organization of R&amp;T experts\u2019 meetings;<\/li>\n<li>support the Consultation Forum for Sustainable Energy in the Defence and Security Sector as deputy team leader of the transversal working group;<\/li>\n<li>contribute to the continuous development of R&amp;T aspects in the Coordinated Annual Review on Defence (CARD) and close cross-directorate collaboration on follow-on activities, such as CARD focus areas and inputs to CDP\/SCC and KSA.<\/li>\n<li>support the outreach activities in the R&amp;T domain;<\/li>\n<li>take on additional tasks as required in the interest of the service.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Duties may evolve according to development of the EDA\u2019s structure and activities, and the decisions of EDA management.<\/p>\n<p style=\"text-align: justify;\"><strong>ELIGIBILITY CRITERIA<\/strong><\/p>\n<p style=\"text-align: justify;\">To be considered eligible to take part in this selection procedure, on the closing date for the submission of applications candidates must satisfy all the eligibility criteria as specified below:<\/p>\n<ul style=\"text-align: justify;\">\n<li>be a national of a Member State participating in the Agency;<\/li>\n<li>be entitled to his\/her full rights as a citizen;<\/li>\n<li>have fulfilled any obligations imposed on him\/her by the laws concerning military service;<\/li>\n<li>produce the appropriate character references as to his\/her suitability for the performance of his\/her duties (extract from the \u201cjudicial record\u201d or certificate of good conduct will be requested prior to recruitment);<\/li>\n<li>be physically fit to perform his\/her duties;<\/li>\n<li>have a thorough knowledge (minimum level C1 oral and written) of one of the languages of the participating Member States and a satisfactory knowledge (minimum level B2 oral and written) of another of these languages to the extent necessary to discharge his\/her duties;<\/li>\n<li>have no personal interest (financial, family relationship, or other) which could be in conflict with disinterested discharge of his\/her duties within the Agency;<\/li>\n<li>hold, or be in a position to obtain, a valid Personnel Security Clearance Certificate (national or EU PSC at SECRET UE\/EU SECRET level). Personnel Security Clearance Certificate (PSCC) means a certificate issued by a competent authority establishing that an individual is security cleared and holds a valid national or EU PSC, and which shows the level of EUCI to which that individual may be granted access (SECRET UE\/EU SECRET), the date of validity of the relevant PSC and the date of expiry of the certificate itself.
