The situation continues to deteriorate because of the war, and we must act quickly to ensure that cohesion resources are made available where they are most needed.<\/p>\n<p style=\"text-align: justify;\">Ivan Barto\u0161, Czech Deputy Prime Minister for Digitisation and Minister of Regional Development<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">The proposal extends the support already provided under Cohesion\u2019s Action for Refugees in Europe (CARE). It amends two basic regulations governing the rules of cohesion policy for the budgetary periods of 2014\u20132020 and 2021\u20132027.<\/p>\n<p style=\"text-align: justify;\">The measures follow a people-based approach and ring-fence 30% of the expenditure on refugees for local authorities and civil society organisations, as they are at the forefront of the migratory pressure, working within local communities.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/ukraine-home-affair-ministers-discuss-reception-of-refugees\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/03\/680ab297-ccd9-4cb4-a3cd-1fdf92f9fad5.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/ukraine-home-affair-ministers-discuss-reception-of-refugees\/\" target=\"_blank\" rel=\"noopener\">Ukraine: Home Affair Ministers discuss reception of refugees<\/a><\/h4>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Among other things, the proposal provides for:<\/p>\n<ul style=\"text-align: justify;\">\n<li>further \u20ac3.5 billion of pre-financing for cohesion projects to provide additional liquidity<\/li>\n<li>extending the possibility of 100% co-financing for investment in promoting the socio-economic integration of third-country nationals<\/li>\n<li>raising the newly established unit cost to support refugees from \u20ac40 to \u20ac100 per person per week and extending its application from 13 to 26 weeks from the moment the person asks for protection<\/li>\n<li>extending the possibilities for transferring resources for actions supporting refugees not only between the European Regional Development Fund and the European Social Fund, but also from the Cohesion Fund<\/li>\n<li>retroactively reimbursing projects dealing with refugee-related needs that have already been completed<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">In addition, the measures provide for greater flexibility in the phasing of cohesion policy projects from one budgetary period to the next to take into account delays in implementation caused by the increasing prices of materials and energy, as well as labour shortages.<\/p>\n<h3 style=\"text-align: justify;\">Background and next steps<\/h3>\n<p style=\"text-align: justify;\">On 29 June 2022, the Commission tabled the FAST-CARE proposal in response to the European Council conclusions of May 2022, calling for new initiatives in support of millions of refugees fleeing the war in Ukraine, including by helping neighbouring countries.<\/p>\n<p style=\"text-align: justify;\">Following today\u2019s adoption of the Council\u2019s mandate, the European Parliament is expected to approve its position as soon as possible in the autumn, which will determine the next procedural steps for the adoption of the legislation.<\/p>\n<h3 style=\"text-align: justify;\">Source<\/h3>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2022\/07\/20\/fast-care-council-adopts-negotiating-mandate-on-further-help-for-refugees-from-ukraine-and-on-addressing-the-consequences-of-russia-s-aggression\/\" target=\"_blank\" rel=\"noopener\"><strong>European Council \u2014 Press release<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The permanent representatives of the 27 EU member states, on 20 July, agreed on the Council\u2019s negotiating mandate for further support to countries and regions hosting displaced persons from Ukraine, as well as for tackling some of the adverse economic effects of Russia\u2019s aggression.
