To this end, it sets out the\u00a0concrete digital targets in the areas of\u00a0<strong>skills, secure and sustainable digital infrastructures, digital transformation of businesses and digitalisation of public services<\/strong>\u00a0which the Union aspires to achieve by the end of the decade. The policy programme introduces a novel form of governance\u00a0<strong>based on cooperation<\/strong>\u00a0between the member states and the Commission to ensure that the Union jointly achieves its ambition.<\/p>\n<p style=\"text-align: justify;\">The provisional agreement clarifies several definitions of the programme\u2019s<strong>\u00a0general objectives<\/strong>\u00a0with an emphasis on strengthening the fundamental rights, transparency and security, and on promoting digital skills. The Commission will develop\u00a0<strong>EU-level trajectories<\/strong>\u00a0for each of the EU\u2019s digital targets together with the member states. The latter will draft\u00a0<strong>national trajectories<\/strong>\u00a0and\u00a0<strong>strategic roadmaps<\/strong>\u00a0to attain these targets until their expected review in 2026. Progress will be monitored on the basis of the\u00a0<strong>Digital Economy and Society Index<\/strong>\u00a0(DESI) and will be evaluated in the Commission\u2019s\u00a0<strong>annual report<\/strong>\u00a0on the \u201cState of the Digital Decade\u201d. The concept of\u00a0<strong>multi-country projects\u00a0<\/strong>is also better clarified in the text. These are large-scale projects\u00a0<strong>pooling EU, national, and private resources\u00a0<\/strong>to achieve progress that no member state could do on its own. The policy programme will facilitate investments in areas like high-performance computing, common data infrastructure and services, blockchain, low-power processors, pan-European development of 5G corridors, high-tech partnership for digital skills, secure quantum infrastructure and network of cybersecurity centres, digital public administration, testing facilities and digital innovation hubs. On the Council\u2019s side, the Czech presidency intends to submit the agreement to the Council\u2019s permanent representatives\u2019 committee (COREPER) for approval as soon as possible.<\/p>\n<h3 style=\"text-align: justify;\">Background<\/h3>\n<p style=\"text-align: justify;\">The Commission communication \u2018<strong>2030 Digital Compass: The European way for the Digital Decade<\/strong>\u2019 of 9 March 2021 sets out a vision of the EU successfully achieving a digital transition by 2030. The EU\u2019s ambition is to be digitally sovereign in an open and interconnected world, and to pursue digital policies that allow people and businesses to have a human centred, inclusive, sustainable, and prosperous digital future.<\/p>\n<p style=\"text-align: justify;\">In its\u00a0<strong>conclusions of 25 March 2021<\/strong>, the European Council stressed the importance of the\u00a0<strong>digital transformation<\/strong>\u00a0for the Union\u2019s recovery, prosperity, security, and competitiveness and for the well-being of our societies. It identified the digital compass communication as a step towards mapping Europe\u2019s digital development for the next decade. It called on the Commission to use all available instruments in the field of industrial, trade and competition policy.
