The ability to move stored grain out of Ukraine before the next harvest is needed both for Ukrainians and to ease international markets. With the latest information from the Commission and the member states, ministers continued their exchange of views on the<strong>\u00a0situation of agricultural markets<\/strong>, both at global and European level, in the context of the Russian aggression against Ukraine.<\/p>\n<p>&nbsp;<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/ficha\/how-the-russian-invasion-of-ukraine-has-further-aggravated-the-global-food-crisis\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/06\/how-the-russian-invasion-of-ukraine.png\" alt=\"\" width=\"161\" height=\"107\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/ficha\/how-the-russian-invasion-of-ukraine-has-further-aggravated-the-global-food-crisis\/\" target=\"_blank\" rel=\"noopener\">How the Russian invasion of Ukraine has further aggravated the global food crisis<\/a><\/h4>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p>Ministers also discussed the recent\u00a0<strong>weather conditions<\/strong>\u00a0in some member states, including Croatia.<\/p>\n<p>In this context, sixteen delegations asked the Commission to extend, for the duration of the 2023 campaign, the principle of temporary derogations from certain provisions of the Common Agricultural Policy (CAP) put in place for 2022. The Commission indicated that it would rapidly come back to the Council on this matter. Ministers also reaffirmed the\u00a0<strong>self-sufficiency of the European Union (EU)<\/strong>\u00a0for most agricultural commodities thanks to the CAP and confirmed the CAP&#8217;s ability to contribute to\u00a0<strong>global food security<\/strong>, as underlined by the European Council.<\/p>\n<h4>Reciprocity of standards for imported agricultural products<\/h4>\n<p>Ministers exchanged views on the information provided by the Commission on its recently adopted report on\u00a0<strong>the application of EU health and environmental standards to imported agricultural and agri-food products<\/strong>. The discussion followed an earlier debate organized by the French Presidency in February 2022 on\u00a0<strong>strengthening the coherence<\/strong>\u00a0between the European Green Deal, the Common Agricultural Policy and the EU\u2019s trade policy.<\/p>\n<p>&nbsp;<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/agriculture-and-fisheries-council-24-may-main-results\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/12\/agricultura.png\" alt=\"\" width=\"161\" height=\"107\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/agriculture-and-fisheries-council-24-may-main-results\/\" target=\"_blank\" rel=\"noopener\">Agriculture and Fisheries Council 24 May &#8211; Main results<\/a><\/h4>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p>The report demonstrated the ability to implement measures,\u00a0<strong>in compliance with WTO standards<\/strong>, in multilateral fora, in bilateral trade agreements or through autonomous measures when a production standard is introduced in European regulations. Ministers welcomed the report and stressed that in several areas, such as animal welfare, which was mentioned by many delegations, the examination of reciprocity was relevant, in particular by mobilizing multilateral forums and bilateral negotiations. They further asked that a regular follow-up of the measures implemented or planned be carried out.<\/p>\n<hr \/>\n<h3>Fisheries<\/h3>\n<h4>Fishing opportunities for 2023<\/h4>\n<p>The Commission informed ministers of the state of implementation of the\u00a0<strong>Common Fisheries Policy (CFP)<\/strong>, and of the launch of the public\u00a0<strong>consultation on fishing opportunities for 2023<\/strong>, which will run until 31 August 2022. Ministers exchanged views on the state of fish stocks and stressed the importance of ensuring\u00a0<strong>equal treatment<\/strong>\u00a0between the three pillars of the CFP, as well as the need to\u00a0<strong>recognize the efforts and improvements\u00a0<\/strong>made by the sector.<\/p>\n<p>&nbsp;<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/ficha\/the-eu-blue-economy-report-2022\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/BLU-212x300.png\" alt=\"\" width=\"142\" height=\"201\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/ficha\/the-eu-blue-economy-report-2022\/\" target=\"_blank\" rel=\"noopener\">The EU blue economy report 2022<br \/>\n<\/a><\/h4>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p>They further discussed the implementation of the\u00a0<strong>landing obligation<\/strong>, the\u00a0<strong>specificities of each sea basin<\/strong>, the\u00a0<strong>impact of third country fisheries<\/strong>\u00a0and the\u00a0<strong>withdrawal of the United Kingdom<\/strong>\u00a0from the EU, and the impact of other factors such as\u00a0<strong>climate and pollution<\/strong>\u00a0on the fisheries resource. Ministers additionally discussed the significant disruption to the fishing sector caused by Russia&#8217;s military aggression against Ukraine, whether it be in terms of trade flows, the development of scientific advice or the holding of certain negotiations at international level. They further mentioned the mobilization of the\u00a0<strong>European Fund for Maritime Affairs, Fisheries and Aquaculture (FEAMPA)<\/strong>\u00a0to finance\u00a0<strong>crisis measures<\/strong>\u00a0to support the sector.<\/p>\n<p><strong>Source: <a href=\"https:\/\/www.consilium.europa.eu\/es\/infographics\/how-the-russian-invasion-of-ukraine-has-further-aggravated-the-global-food-crisis\/\">European Council &#8211; Press release<\/a><\/strong><\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<h3>Spain at the Agriculture and Fisheries Council<\/h3>\n<p class=\"Rpido\">Luis Planas attended the Council of Ministers of Agriculture and Fisheries of the European Union, where he pointed out that more ambitious standards are not only beneficial to the interests of the EU, but contribute to the achievement of legitimate objectives on global issues, in line with the One Health approach.<\/p>\n<p class=\"Rpido\">Referring to the situation of agricultural markets, which are heavily affected by rising prices and high volatility, especially after the invasion of Ukraine, the minister stressed the need for constant monitoring of the price and stock situation.
