{"id":109936,"date":"2022-06-10T12:12:36","date_gmt":"2022-06-10T10:12:36","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=109936"},"modified":"2022-06-10T12:12:36","modified_gmt":"2022-06-10T10:12:36","slug":"parliament-activates-process-to-change-eu-treaties","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/parliament-activates-process-to-change-eu-treaties\/","title":{"rendered":"Parliament activates process to change EU Treaties"},"content":{"rendered":"<div class=\"ep_gridcolumn ep-m_product\" data-view1200=\"6\" data-view1020=\"6\" data-view750=\"10\" data-view640=\"6\" data-view480=\"8\" data-view320=\"4\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text ep-layout_chapo\">\n<div class=\"ep_gridcolumn ep-m_product\" data-view1200=\"6\" data-view1020=\"6\" data-view750=\"10\" data-view640=\"6\" data-view480=\"8\" data-view320=\"4\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text ep-layout_chapo\">\n<p><strong>On Thursday, Parliament adopted a resolution calling on the European Council to agree to start the process to revise the EU Treaties.<\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/06\/lisbon_treaty.png\"><img decoding=\"async\" class=\"aligncenter wp-image-109932 size-full\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/06\/lisbon_treaty.png\" alt=\"El Parlamento pone en marcha el proceso para cambiar los tratados de la UE\" width=\"480\" height=\"360\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/06\/lisbon_treaty.png 480w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/06\/lisbon_treaty-300x225.png 300w\" sizes=\"(max-width: 480px) 100vw, 480px\" \/><\/a><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ep_gridcolumn ep-m_product\" data-view1200=\"6\" data-view1020=\"6\" data-view750=\"10\" data-view640=\"6\" data-view480=\"8\" data-view320=\"4\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text\">\n<div class=\"ep_gridcolumn ep-m_product\" data-view1200=\"6\" data-view1020=\"6\" data-view750=\"10\" data-view640=\"6\" data-view480=\"8\" data-view320=\"4\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text\">\n<p class=\"ep-wysiwig_paragraph\">In light of the array of ongoing and recent crises, MEPs used their\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A12008M048\" target=\"_blank\" rel=\"noopener\">prerogative<\/a>\u00a0to call for the Treaties to be changed by:<\/p>\n<ul>\n<li>reforming voting procedures in the Council to enhance the European Union\u2019s capacity to act, including switching from unanimity to\u00a0<a href=\"https:\/\/www.consilium.europa.eu\/en\/council-eu\/voting-system\/qualified-majority\/\" target=\"_blank\" rel=\"noopener\">qualified majority voting<\/a>, in areas such as sanctions, the so-called\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/EPRS_STU(2020)659420\" target=\"_blank\" rel=\"noopener\">passerelle clause<\/a>s, and in emergencies;<\/li>\n<li>adapting the EU\u2019s powers, especially in the areas of health and cross-border health threats, in the completion of the energy union based on efficiency and renewables in line with international agreements on climate change, in defence, and in social and economic policies;<\/li>\n<li>ensuring that the\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/economy-works-people\/jobs-growth-and-investment\/european-pillar-social-rights_en\" target=\"_blank\" rel=\"noopener\">European Pillar of Social Rights<\/a>\u00a0is fully implemented and incorporating social progress, linked to a Social Progress Protocol, into the Treaties;<\/li>\n<li>making the EU economy more resilient, with special attention paid to small and medium-sized enterprises and competitiveness checks, and promoting investments focused on the just, green and digital transitions;<\/li>\n<li>providing Parliament with the right to\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220603IPR32135\" target=\"_blank\" rel=\"noopener\">initiate, amend or revoke legislation<\/a>, and with full rights as a\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/olp\/en\/ordinary-legislative-procedure\/overview\" target=\"_blank\" rel=\"noopener\">co-legislator<\/a>\u00a0on the EU budget; and<\/li>\n<li>strengthening the procedure to protect the EU\u2019s founding values and clarifying the determination and consequences of breaches (<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=celex%3A12012M007\" target=\"_blank\" rel=\"noopener\">\u00a07 TEU<\/a>\u00a0and the\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/aid-development-cooperation-fundamental-rights\/your-rights-eu\/eu-charter-fundamental-rights_en\" target=\"_blank\" rel=\"noopener\">Charter of Fundamental Rights<\/a>).<\/li>\n<\/ul>\n<p class=\"ep-wysiwig_paragraph\">The resolution was adopted with 355 votes in favour, 154 against, and 48 abstentions, following\u00a0<a href=\"https:\/\/multimedia.europarl.europa.eu\/en\/event_20220609-0900-PLENARY_vd?start=20220609070325&amp;end=20220609215959\" target=\"_blank\" rel=\"noopener\">a debate earlier on the same day<\/a>.<\/p>\n<div><\/div>\n<div class=\"blockquote\" style=\"text-align: justify;\">\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/el-pe-plantea-revisar-los-tratados-para-la-conferencia-sobre-el-futuro-de-europa\/\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/european-parliament-6697945_1920-768x432.jpg\" alt=\"\" width=\"189\" height=\"106\" \/><\/a><\/p>\n<h4 class=\"entry-title\" style=\"text-align: left;\"><a href=\"https:\/\/www.cde.ual.es\/el-pe-plantea-revisar-los-tratados-para-la-conferencia-sobre-el-futuro-de-europa\/\" target=\"_blank\" rel=\"noopener\">El PE plantea revisar los Tratados para dar respuesta a las propuestas de la CoFE<\/a><\/h4>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">\n<\/div>\n<p class=\"ep-wysiwig_paragraph\"><strong>Next steps<\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">It will be up to the 27 member states\u2019 heads of state or government at the European Council to decide to set up a Convention, by simple majority. Many MEPs have called for this to happen at the earliest opportunity, which would be the EU summit on 23-24 June, to ensure that citizens\u2019 expectations are met and that\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220509IPR29102\/the-conference-on-the-future-of-europe-concludes-its-work\" target=\"_blank\" rel=\"noopener\">the outcome of the Conference on the Future of Europe<\/a>\u00a0is put to good use as soon as possible. The Convention should comprise MEPs, Commissioners, MPs from the member states, and EU leaders.<\/p>\n<p class=\"ep-wysiwig_paragraph\">The Commission is expected to announce how it intends to follow up on the Conference in mid-June.
