The posture aims to demonstrate the EU\u2019s determination to provide immediate and long-term responses to threat actors seeking to deny the EU a secure and open access to cyberspace and affect its strategic interests, including the security of its partners.<\/p>\n<h3><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/malicious-code-gf31e24fc6_1920.jpg\"><img decoding=\"async\" class=\"aligncenter  wp-image-107854\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/malicious-code-gf31e24fc6_1920.jpg\" alt=\"\" width=\"627\" height=\"353\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/malicious-code-gf31e24fc6_1920.jpg 1920w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/malicious-code-gf31e24fc6_1920-300x169.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/malicious-code-gf31e24fc6_1920-1024x576.jpg 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/malicious-code-gf31e24fc6_1920-768x432.jpg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/malicious-code-gf31e24fc6_1920-1280x720.jpg 1280w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/malicious-code-gf31e24fc6_1920-1536x864.jpg 1536w\" sizes=\"(max-width: 627px) 100vw, 627px\" \/><\/a><\/h3>\n<h3>Cybersecurity initiatives<\/h3>\n<p>In the conclusions Council highlights the five functions of the EU in the cyber domain:<\/p>\n<ol>\n<li>strengthen resilience and capacities to protect;<\/li>\n<li>enhance solidarity and comprehensive crisis management;<\/li>\n<li>promote the EU\u2019s vision of cyberspace;<\/li>\n<li>enhance cooperation with partner countries and international organisations;<\/li>\n<li>prevent, defend against and respond to cyber-attacks.<\/li>\n<\/ol>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/council-and-european-parliament-agree-to-strengthen-cybersecurity-across-eu\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2019\/11\/security-265130_1920-768x512.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/council-and-european-parliament-agree-to-strengthen-cybersecurity-across-eu\/\" target=\"_blank\" rel=\"noopener\">Council and European Parliament agree to strengthen cybersecurity across EU<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Ministers, among other things, call upon the Commission to propose EU common cybersecurity requirements for connected devices and associated processes and services, invites relevant authorities such as the EU\u2019s Agency for Cybersecurity (ENISA) to formulate recommendations in order to reinforce the resilience of communications networks and infrastructure within the EU and stresses the importance of establishing regular cyber exercises in order to test and develop the EU internal and external response to large-scale cyber incidents.<\/p>\n<h4>Background<\/h4>\n<p>Cyberspace has become an arena for geopolitical competition and therefore the EU must be able to swiftly and forcefully respond to cyberattacks, such as state-sponsored malicious cyber activities targeting the EU and its Member States and make full use of all its instruments.
