This is the EU\u2019s plan to reduce greenhouse gas emissions by at least 55% by 2030 compared to 1990 levels and have net zero greenhouse gas (GHG) emissions (climate neutrality) by 2050 in line with\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20210621IPR06627\/eu-climate-law-meps-confirm-deal-on-climate-neutrality-by-2050\" target=\"_blank\" rel=\"noopener\">the European Climate Law<\/a>.<\/p>\n<p class=\"ep-wysiwig_paragraph\">The package adopted today is an important step towards the EU\u2019s goal to become independent from expensive and polluting fossil fuels from Russia well before 2030.<\/p>\n<p class=\"ep-wysiwig_paragraph\"><strong>Emissions Trading System reform<\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">MEPs want to incentivise industries to further reduce their emissions and invest in low-carbon technologies. The\u00a0<a href=\"https:\/\/ec.europa.eu\/clima\/eu-action\/eu-emissions-trading-system-eu-ets_en\" target=\"_blank\" rel=\"noopener\">Emissions Trading System<\/a>\u00a0(ETS) should be reformed, including:<\/p>\n<ul>\n<li>New ETS II for buildings and road transport &#8211; citizens not to be included before 2029<\/li>\n<li>Free allowances to be phased out from 2026 and disappear by 2030<\/li>\n<li>A bonus-malus system to be introduced from 2025<\/li>\n<li>Revenues to be used exclusively for climate action in EU and member states.<\/li>\n<\/ul>\n<p class=\"ep-wysiwig_paragraph\"><strong>Higher ambition in new carbon leakage instrument<\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">MEPs call for a broader scope and faster implementation of the\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/qanda_21_3661\" target=\"_blank\" rel=\"noopener\">EU Carbon Border Adjustment Mechanism<\/a>\u00a0(CBAM) to prevent carbon leakage and raise global climate ambition, including:<\/p>\n<ul>\n<li>Phasing in CBAM earlier and ending free allowances in EU ETS by 2030<\/li>\n<li>Scope to be extended to include organic chemicals, plastics, hydrogen and ammonia as well as indirect emissions<\/li>\n<li>EU budget to support least developed countries through amounts equivalent to sums collected through CBAM<\/li>\n<li>Need for a centralised EU CBAM authority.<\/li>\n<\/ul>\n<p class=\"ep-wysiwig_paragraph\"><strong>Stricter rules for member states\u2019 greenhouse gas emissions in other sectors<\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">MEPs also amended EU effort-sharing legislation, covering GHG emissions in sectors not included in the ETS, representing roughly 60% of EU emissions. For the first time, all EU member states would have to reduce greenhouse gas emission with\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/resource.html?uri=cellar:bb3257a0-e4ee-11eb-a1a5-01aa75ed71a1.0001.02\/DOC_2&amp;format=PDF\" target=\"_blank\" rel=\"noopener\">targets ranging between 10-50%<\/a>. MEPs call for more transparency and less flexibility to borrow, bank and transfer emissions allowances.<\/p>\n<p class=\"ep-wysiwig_paragraph\"><strong>New EU carbon sinks goal will increase EU 2030 reduction target to 57%<\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">MEPs agreed to increase the EU carbon sinks target for land use, land use change and forestry sector (<a href=\"https:\/\/ec.europa.eu\/clima\/eu-action\/forests-and-agriculture\/land-use-and-forestry-regulation-2021-2030_en\" target=\"_blank\" rel=\"noopener\">LULUCF<\/a>), which would de facto increase the EU\u2019s 2030 GHG reduction target to 57%.<\/p>\n<ul>\n<li>Carbon farming to deliver 50 million additional tonnes CO2-equivalent of net removals<\/li>\n<li>MEPs want sub-targets for cropland, grassland and wetlands both at EU and member state level<\/li>\n<li>GHG removals targets for 2035, 2040, 2045 and 2050 to be set by the end of 2024.<\/li>\n<\/ul>\n<p class=\"ep-wysiwig_paragraph\"><strong>Next steps<\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\">A vote on the Social Climate Fund report is foreseen for Wednesday jointly with the Committee on Employment and Social Affairs.<\/p>\n<p class=\"ep-wysiwig_paragraph\">All these reports, including those on\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220509IPR29105\/fit-for-55-meps-back-co2-emission-standards-for-cars-and-vans\" target=\"_blank\" rel=\"noopener\">CO2 emission standards for cars and vans<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220509IPR29120\/ets-aviation-corsia-updated-notification-rules-under-international-scheme\" target=\"_blank\" rel=\"noopener\">CORSIA<\/a> adopted last week, are scheduled for a vote during the 6-9 June plenary session, after which Parliament will be ready to start negotiations with EU governments.<\/p>\n<p class=\"ep-wysiwig_paragraph\">Parliament\u2019s position on the\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220401IPR26541\/fit-for-55-parliament-wants-to-extend-the-market-stability-reserve-to-2030\" target=\"_blank\" rel=\"noopener\">Market
