In order to improve EU security of supply in the current geopolitical context, the proposal aims to ensure that gas storage capacities in the EU are filled before the next winter season and can be shared between member states in a spirit of solidarity. The mandate was agreed by the representatives of the member states in Coreper.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/04\/gas-natural-scaled.jpg\"><img decoding=\"async\" class=\"aligncenter  wp-image-101741\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/04\/gas-natural-scaled.jpg\" alt=\"\" width=\"615\" height=\"410\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/04\/gas-natural-scaled.jpg 2560w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/04\/gas-natural-300x200.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/04\/gas-natural-1024x683.jpg 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/04\/gas-natural-768x512.jpg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/04\/gas-natural-1536x1024.jpg 1536w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/04\/gas-natural-2048x1365.jpg 2048w\" sizes=\"(max-width: 615px) 100vw, 615px\" \/><\/a><\/p>\n<p>The mandate specifies the rules for underground gas storage and possibilities for counting stocks of liquefied natural gas (LNG), while limiting obligations to a certain volume of the annual gas consumption of the member states over the last five years, in order to avoid a disproportionate impact on certain member states with a large storage capacity.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/ficha\/refilling-gas-storage-for-next-winter-version-en-espanol-disponible\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/05\/Refilling-gas-storage-for-next-winter-211x300.png\" alt=\"\" width=\"120\" height=\"171\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/ficha\/refilling-gas-storage-for-next-winter-version-en-espanol-disponible\/\" target=\"_blank\" rel=\"noopener\">Refilling gas storage for next winter<br \/>\n<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>As not all member states have storage facilities on their territory, the mandate stipulates that member states without storage facilities will have access to gas storage reserves in other member states and will have to share the financial burden of the filling obligations.<\/p>\n<p>Member states have also agreed on mandatory certification for all storage system operators in order to avoid potential risks of external influence on critical storage infrastructures, which could jeopardise security of energy supply or any other essential security interest.<\/p>\n<p>Member states agreed that the filling obligations would expire on 31 December 2026. The Council has recently adopted a negotiating mandate to start negotiations with the European Parliament on this new legislative act.<\/p>\n<p>Most EU member states have gas storage facilities on their territory. Storage capacities in five countries (Germany, Italy, France, the Netherlands and Austria) make up two thirds of the EU\u2019s total capacity.
