Chinese media and officials have made it clear: it is not Russia that is to blame for the military aggression against Ukraine, but the West and NATO\u2019s eastward expansion of the past 20 years, ignoring Russia\u2019s \u2018legitimate security concerns\u2019. At the same time, China \u2018respects the territorial integrity and sovereignty of all countries\u2019. Over the past weeks, as Chinese state-controlled media has turned its attention to Ukraine, it has promoted a number of narratives to illustrate these points.<\/p>\n

\"China<\/a><\/p>\n

China is neutral, China is not neutral<\/strong><\/h3>\n

Even before Russia\u2019s invasion of Ukraine began, China positioned itself as a neutral onlooker, officially supporting\u00a0quiet diplomacy<\/a>\u00a0and the implementation of the\u00a0Minsk agreements<\/a>, aimed at ending the war in Eastern Ukraine. It is important to remember that China has never recognised the\u00a0Russian annexation<\/a>\u00a0of Crimea, and has so far not given any public sign it might do so.<\/p>\n

Since then, this\u00a0neutrality<\/a>\u00a0and China\u2019s role as a\u00a0facilitator<\/a>\u00a0in the conflict has been emphasised. At the same time, discourses on peace, humanitarian aid and the evacuation of citizens \u2013 as crystallised by FM Wang Yi\u2019s \u2018six-point initiative<\/a>\u2019 \u2013 are imbued with criticism of the West\u2019s so-called\u00a0disinformation<\/a>\u00a0and\u00a0sanctions<\/a>\u00a0which, China claims, are\u00a0opposed<\/a>\u00a0by \u2018like-minded partners\u2019 and the developing world. The point is not really what is going on in Ukraine, but how bad the US (and the West) is.<\/p>\n

On the one hand, China expresses\u00a0support<\/a>\u00a0to the \u2018sovereignty and territorial integrity of all nations\u2019, but on the other it never publicly mentions Russia\u2019s violation of Ukraine\u2019s territorial integrity, and even explicitly resists calls to\u00a0condemn Russia<\/a>. Instead, Chinese official channels repeatedly emphasise the \u2018complex historical issues<\/a>\u2019 behind the situation in Ukraine, sidestepping any accusations of making contradictory statements.<\/p>\n

And while willing to\u00a0talk<\/a>\u00a0to China\u2019s strategic partner\u00a0Russia<\/a>, President Xi has yet to find the time to talk to Ukraine, regardless the fact that China entered into a\u00a0strategic partnership agreement<\/a>\u00a0with Ukraine already in 2013. Even before that, in 1994, China\u2019s government\u00a0officially endorsed<\/a>\u00a0the principles of the\u00a0Budapest memorandum<\/a>, giving security assurances to Ukraine, and promised alongside Russia, the US, the UK and France to respect Ukraine\u2019s sovereignty, independence and existing borders in exchange for it giving up nuclear weapons.<\/p>\n

Trolling For A Victory Steeped In Blood And Hunger<\/a><\/h4>\n

As talks of territorial integrity and sovereignty easily link to Taiwan, there has been an outpouring of\u00a0statements<\/a>\u00a0on China\u2019s\u00a0unwavering position<\/a>\u00a0on the topic:\u00a0Taiwan is not Ukraine<\/a>\u00a0and the island is accused by state controlled media and officials of\u00a0exploiting the conflict<\/a>\u00a0to draw international attention.<\/p>\n

However, this stated neutrality does not mean that China is actually neutral about what the future of Ukraine should look like. Ultimately, Ukraine is envisaged as a\u00a0bridge<\/a>\u00a0that is\u00a0outside of NATO and the EU<\/a>, and nothing else, a portrayal which effectively denies the country the right to choose its own path. China often quotes the\u00a01975 Helsinki Final Act<\/a>\u00a0when referring to the\u00a0\u2018principle of indivisible security\u2019<\/a>, while conveniently leaving out that the same document enshrines the right for countries to choose their own alliances, to which the related\u00a01999 Istanbul charter<\/a>\u00a0\u2013 also signed by Russia \u2013 adds the right to choose one\u2019s security arrangements in general. Not to mention that Article 51 of the\u00a0UN Charter<\/a>\u00a0guarantees states\u2019 right of collective self-defence. Article 2.4 of the same charter includes the respect for states\u2019 sovereignty, independence and territorial integrity \u2013 these are core principles for China\u2019s foreign policy. And even though Russia clearly undermines the very basis for the stability of our international system, China has not condemned it.<\/p>\n

There are no tensions, there is no invasion<\/strong><\/h3>\n

For a long time, China questioned whether there was a crisis at all. Until 24 February, reports on Russia\u2019s imminent invasion of Ukraine were\u00a0labelled<\/a>\u00a0as nothing more than\u00a0\u2018scare-mongering hype<\/a>\u2019 \u2013 just like\u00a0Russia<\/a>\u00a0did \u2013 and disinformation that Washington was\u00a0pushing<\/a>\u00a0for its own geopolitical\u00a0purposes<\/a>. It was also panic created by the US that supposedly caused the build-up of troops\u00a0at the border<\/a>. The US-led \u2018hype\u2019, belligerence and\u00a0domestic issues<\/a>\u00a0were then put in contrast with China\u2019s apparent\u00a0calm<\/a>, its policy of\u00a0aid<\/a>, and its\u00a0search for peace<\/a>.<\/p>\n

Even when Russia did invade, Chinese officials refused to call a spade a spade, with the word \u2018invasion\u2019 considered a typically Western method to\u00a0distort<\/a>\u00a0reality. With a few sporadic exceptions, the only Chinese state-controlled media that regularly uses the term is\u00a0CGTN<\/a>. Even faced with the massacre in Bucha, Chinese overseas outlets have so far either simply\u00a0ignored<\/a>\u00a0the fact or\u00a0reported<\/a>\u00a0Russian denials and accusations against Ukraine. The only exception is again\u00a0CGTN<\/a>, which offers a more complete\u00a0account<\/a>, but still falling short of condemnation. Chinese official channels regularly\u00a0accuse<\/a>\u00a0the US and the West of\u00a0disinformation<\/a>,\u00a0\u2018debunking\u2019 claims<\/a>\u00a0that China knew Russia\u2019s plan and that it supports the conflict, among other things.<\/p>\n

Thus, as a neutral-appearing actor, China has preached the UN\u2019s role and called for\u00a0negotiations<\/a>\u00a0rather than confrontation, without ever questioning Russia\u2019s role in the conflict\u2019s genesis. On top of that, the\u00a0joint statement<\/a>\u00a0released by the two countries after the meeting of Presidents Xi and Putin on the eve of the Olympics opening ceremony made it clear that China supports Russia\u2019s proposals for security guarantees in Europe and opposes any enlargement of NATO, again omitting the aforementioned right of countries to\u00a0choose their alliances<\/a>\u00a0that Russia, too, has agreed to.<\/p>\n
